Job Description

Job Summary: 

  • Implement and manage the Project QC program, ensuring all contractual obligations to the customer are complied with.
  • Implement and Manage the Project Occupational Safety & Health program.
  • Key member of the site management team.
  • Shares responsibility and accountability for the overall operational success of the Contract.

 

Job Duties: 

  • Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
  • Manage the Quality program to include conducting daily inspections, documenting discrepancies, implementing corrective actions, supporting the Project Manager in the meeting contract requirements.
  • Use GCR’s in house Quality Management software system to effectively manage the QC program.
  • Attach safety inspection logs to the Contractors' daily production report. Conduct mishap investigations and complete required accident reports. Report mishaps, Good Catches and or near misses.
  • Use and maintain OSHA's Form 300 to log work related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request. Post and maintain the Form 300A on the work sites.
  • Maintain applicable safety reference material on the job site.
  • Conduct weekly safety meetings with Project staff.
  • Attend pre-work meetings including periodic in-progress meetings.
  • Review the APP and AHAs for compliance and approve, sign, implement and enforce them.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain a list of hazardous chemicals on site.
  • Maintain a weekly list for review of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevated work at heights, and be prepared to discuss details during management meetings.
  • Provide and keep a record of site safety orientation and indoctrination for all employees including subcontractor employees and site visitors.
  • Submit written reports per contract, company and government requirements.
  • Perform other duties as assigned.

 

Safety Requirements: 

  • Actively participate in the GCR & Project Occupational Safety & Health Program.
  • Perform all assigned work in a safe and reasonable manner that avoids preventable injury to you, co-workers, customers and/or members of the public.
  • Perform all assigned work in a safe and reasonable manner that avoids preventable damage to GCR, customer, Government and/public property or equipment.
  • Immediately report unsafe conditions in your work area.
  • Immediately report all occupational injuries, and/or property damage to your supervisor or appropriate management representative.
  • Use and enforce the wearing of personal protective equipment.
  • Wear a seatbelt anytime you are operating or are a passenger in an assigned company, government vehicle or riding in a privately owned motor vehicle while performing assigned work activities/acting as an agent of GCR.
  • Not be unfit to work due to the presence, ingestion, consumption or inhalation of illegal drugs, prescribed medications, over-the-counter drugs and/or alcohol.

Mandatory: 

  • At least 3 years of experience in preparing and enforcing QMS programs on government contracts.
  • EM 385-1-1 Certification.
  • The SSHO shall have completed five (5) years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity in the past or three (3) years’ experience if he/she possesses a Certified Safety Professional (CSP) or safety and health degree.
  • Will have completed 30-hour OSHA General Industry (or equivalent), 30-hour OSHA Construction Safety (or equivalent), or formal industry or construction safety and health training covering the subjects of the OSHA 30-hour course and the EM 385-1-1 applicable to the work to be performed.
  • Ability to maintain competency through 24 hours of formal safety and related coursework every four (4) years.
  • Submit to and successfully pass Pre-employment Drug Screening and a Background Check.
  • Be a citizen of the United States.
  • Strong interpersonal and communication skills. Able to effectively communicate, both written and verbal, in English.
  • Ability to obtain & maintain base clearance access.
  • Knowledge of and ability to use Microsoft Office programs.
  • Detailed knowledge of Quality Control principles and the ability to translate these principles into practical and specific Quality Control/Quality Management Plans.
  • Be able to collect, collate, analyze, and compare actual work performance data with the contract requirements and be able to determine and implement specific courses of action to rectify non-conforming work.
  • Be able to constructively interact with associates, subordinates, support staff and senior management.
  • Ability to work independently and with minimal direct supervision.
  • Excellent time management skills and ability to multi-task and prioritize work.
