The Billing Clerk / Medical Support Assistant II serves in a dual-capacity role that supports the financial and administrative operations of the Geary County Public Health Department. This position ensures accurate and timely processing of medical billing while also managing client-facing duties at the front desk. The individual must be detail-oriented, proficient in both billing systems and customer service, and committed to maintaining a high standard of professionalism when working with the public and internal staff.
ESSENTIAL FUNCTIONS
These functions are fundamental to the successful performance of this role:
Billing and Revenue Management
- Input and validate procedure codes for Medicaid (KanCare), Medicare, and private insurance billing in compliance with applicable laws and policies.
- Submit and resubmit insurance claims, including denied claims, using HCFA 1500 forms and supporting documentation.
- Prepare and transmit electronic billing reports for insurance carriers and Medicaid systems.
- Process client and third-party payments accurately; apply payments to corresponding provider and account records.
- Track and bill for outstanding accounts and contract receivables in a timely manner.
- Maintain accurate billing documentation and reconcile with Electronic Medical Records (EMR).
Client Services and Administrative Support
- Greet and assist clients professionally at the front desk; determine visit purpose and provide direction or support accordingly.
- Answer and route incoming calls; provide accurate program information and schedule appointments.
- Collect fees for services rendered; issue receipts and maintain daily transaction logs.
- Guide clients through required forms and ensure confidentiality compliance, including securing releases for medical records.
- Process clients in accordance with Kansas Department of Health and Environment (KDHE) and local policies.
- Update and maintain accurate client records and administrative documentation within EMR systems.
MARGINAL FUNCTIONS
These functions support overall operations but are not critical to the core duties. Employees may perform them occasionally or as needed:
- Assist with WIC operations, including appointment scheduling, check-ins, and collecting anthropometric measurements and bloodwork data under supervision.
- Prepare and organize forms for service fees; perform general office filing and scanning.
- Receive, open, date-stamp, sort, and distribute incoming mail.
- Maintain a clean, professional, and welcoming work environment.
- Assist with departmental projects or administrative needs at the discretion of the supervisor.
- Attend relevant training and development programs as required by management.
MINIMUM QUALIFICATIONS
EDUCATION AND/OR EXPERIENCE:
- High school diploma or GED required.
- Minimum of two (2) years of administrative, billing, or medical office experience required.
- Familiarity with medical billing codes and terminology are preferred.
- Billing/Coding certification preferred but not required.
- Valid Kansas driver's license required.
SKILLS AND ABILITIES

- Proficiency in medical billing systems, EMR/EHR platforms, and Microsoft Office applications.

- Knowledge of state and federal billing guidelines (Medicare, Medicaid, private insurance).
- Capacity to interpret and apply local, state, and federal procedures and guidelines.
MATHEMATICAL SKILLS
- Ability to perform basic math computations related to billing and transaction processing.
- Skill in problem-solving, including addressing billing disputes and adapting to client service challenges.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Physical Demands
- Frequently required to stand, walk, reach, bend, stoop, and lift or move objects up to 20 pounds.
- Requires repetitive use of hands and eyes for typing, phone operation, and document handling.
- Must be capable of vision tasks including close and distance viewing, peripheral vision, depth perception, and focus adjustment.
Work Environment
- Primarily office-based with consistent public interaction.
