POSITION SUMMARY: Under the supervision of the Public Works Administrator, the Facilities Manager/Assistant Public Works Administrator (FM/Asst. PW Admin) is an exempt position under FLSA. Among other duties this position assists in the administration, planning, directing, supervising, and implementing of Building Maintenance and Public Works Department activities. Further, this position assists in developing specifications and cost estimates for all buildings, roads, bridges, transfer station, wastewater, water, and noxious weed projects and programs. In the absence of the Public Works Administrator, the Facilities Manager/Assistant Public Works Administrator is responsible for the operation of the Public Works Department.
ESSENTIAL FUNCTIONS (required):
- Supervises staff and assists in the planning of work, assignment of tasks, performance evaluations and recruitment.
- Ensures work is completed and employees follow all procedures in accordance with safety protocols and policies.
- Assists in the development and implementation of policies as needed.
- Ensures positive public relations with citizens, co-workers, other departments, and elected officials.
- Assists with evaluating the conditions of county-owned buildings.
- Coordinates renovations and updates to buildings and grounds.
- Maintains proper records and documents relating to architectural engineering and building projects.
- Prepares paperwork for grant opportunities related to buildings, Historical buildings and building related infrastructure.
- Assists with negotiation and oversite of preventative maintenance contractors.
- Inspect facilities and grounds to meet safety regulations.
- Manages the Building Maintenance Dept, assisting in the planning of work and oversight of expenses.
- Prepares bid specifications for equipment, projects, and supplies determining cost alternatives with pros and cons.
- Prepares necessary paperwork to document work completed or scheduled.
- Manage the upkeep of equipment and supplies to meet health and safety standards.
- Must have and maintain a valid drivers license, a clean driving record, and the ability to legally operate a motor vehicle in the state of Kansas.
- Must reside within a 30-mile radius of Geary County Public Works building within 90 days of employment.
Must have and maintain a clean driving record for this position. A clean record is defined as: No misdemeanor or felony convictions for traffic/vehicular offenses (such as but not limited to DUI, vehicular homicide, reckless driving, hit and run, etc.) that are less than five (5) years old; no more than two (2) at fault or chargeable accidents that are less than five (5) years old; no more than two (2) traffic infractions (such as but not limited to speeding, failure to yield right of way, etc.) that are less than one year old.
Working Conditions and Physical Requirements: The work environment and physical demand characteristics described here are representative and not intended to be fully inclusive of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles, outside weather conditions, risk of electrical shock, and vibration. The employee is frequently exposed to moving mechanical parts and high, precarious places. The employee is occasionally exposed to toxic or caustic chemicals. The noise level in the work environment is usually moderate.
MARGINAL FUNCTIONS
- Assists in the development and implementation of policies as needed.
- Consult and advise the Board of County Commissioners on matters relating to buildings and projects, and other work in the County as requested.
- Attends meetings and prepares reports as required.
- Maintains cost accounting records for all expenses.
- Prepare maintenance scheduling on a priority basis.
- Assists in developing specifications and cost estimates for all roads, bridges, transfer station, wastewater, water, and noxious weed projects and programs.
- Periodically investigates and inspects roads and bridges to determine status and maintenance needs.
- Meet with landowners as necessary regarding county work.
- Respond to citizen concerns in a timely fashion.
- Performs other duties as deemed necessary or assigned.
KNOWLEDGE, SKILL AND ABILITY:
- Extensive knowledge of management practices as necessary for the completion of daily responsibilities.
- Ability to develop and implement long-term goals for the department to promote effectiveness and efficiency.
- Ability to operate various types of office equipment standard office equipment, computer, with intermediate knowledge of Microsoft Office (or similar) software.
- Ability to use GPS and GIS data relating to County landmarks, roads, etc.
- Ability to operate and oversee the usage of various types of heavy equipment I.e. motor grader, crane, tractor, roller, dozer, loader, chip spreader, front end loader, backhoe, oil distributor, dump truck, asphalt roller, steel roller, mowers, and other heavy and light construction and maintenance equipment. Other equipment as assigned.
- Ability to use two-way radios, computer, fax machine, measuring tapes, levels, hand tools, power tools, and other machinery.
- Ability to maintain a professional demeanor when dealing with others, with the ability to take control of situations and lead in a responsible and professional manner.
- Knowledge of principles and practices of commercial building construction and maintenance.
- Knowledge of principles and practices of road and bridge construction and maintenance.
- Ability to interpret technical data, maps, construction plans, charts, and diagrams.
- Ability to interpret and implement local policies and procedures; written instructions, general correspondence, Federal, State, and local regulations, safety manuals, operating and repair manuals, warning labels, etc.
Problem Solving: The employee is assigned recurring and routine tasks, as well as unique projects. The Assistant Public Works Administrator may oversee the creation and/or dispensation of daily assignments defining the workday for staff. Requires the ability to perform basic mathematical calculations; and the ability to respond to complaints and grievances posed by others calmly and respectfully. Employee must be able to define problems and deal with a variety of situations while thinking quickly, maintaining self-control, and adapting to stressful situations. Must have and exhibit the ability to use good judgment and effectively solve problems.
Supervision/Accountability: This position works with limited supervision from the Geary County Public Works Administrator. This employee has supervisory responsibilities over other personnel. Employee is directly responsible for departmental equipment and resources and is expected to participate in the annual budget process. Employee is responsible for daily record keeping for cost accounting purposes.

EDUCATION/TRAINING/EXPERIENCE: A high school diploma, GED, or equivalent required. Bachelors degree in civil engineering or related field preferred. Preference given to applicants possessing a State of Kansas Certification as a Registered Professional Engineer. Two (2) years of experience in facilities management and road and bridge building maintenance or repair. Three (3) years supervisory experience preferred. A combination of education and experience that meets the minimum qualifications may be accepted. Possession and maintenance of a valid Drivers License required. Possession of a CDL is preferred, but not required.
