Finance Manager (Government Contracting)

About The Role

We are seeking a detail-oriented Finance Manager to lead financial operations in a government contracting environment. This role will work closely with program managers, program control, accounting, leadership teams, and external stakeholders to ensure contract compliance, financial reporting accuracy, and strategic pricing. The ideal candidate will be a seasoned financial professional with a strong understanding of the Federal Acquisition Regulation (FAR) and experience managing contracts, budgeting, and developing cost volumes.

Candidate will be responsible for overseeing contract closeouts, monthly financial reviews, developing cost volumes, accounts receivable/payable & cash flow tracking, and ensuring all financial activities comply with government contracting regulations.

This position demands initiative, analytical acumen, multi-tasking capabilities, and strong leadership in both independent and team settings.

Key Responsibilities

  • Manage monthly financial reviews, ensuring contract performance adheres to budget, identifying discrepancies, and providing financial insights to drive decision-making.
  • Lead the development of comprehensive financial models and spend plans, ensuring data is cost-effective, reasonable, and realistic.
  • Collaborate with program teams and management to ensure financial proposals align with company goals, delivering competitive and compliant pricing strategies.
  • Oversee and develop cost volumes and submissions, ensuring compliance with FAR and government requirements.
  • Track and manage accounts receivable/payable, ensuring accuracy in financial records and timely resolution of outstanding balances.
  • Manage contract closeout processes, reconcile financial data, confirm deliverables, and resolve outstanding issues.
  • Provide quality control on program finances, ensuring accurate and compliant financial reporting with program control.
  • Oversee Contract Data Requirements List (CDRL) and internal financial reports.
  • Coordinate with subcontractors to ensure financial alignment with program objectives.
  • Conduct variance analysis to monitor financial performance and present findings to stakeholders.
  • Ensure all contracts adhere to the Federal Acquisition Regulation (FAR) and other applicable regulations.
  • Develop financial processes and procedures for Program Control, update written financial procedures

Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field preferred.
  • 3-10 years of financial management or financial analysis experience in government contracting, particularly in budgeting, financial reporting, and program control.
  • Strong knowledge of FAR, DFARS, and government contract vehicles.
  • Proficiency in Microsoft Excel, including advanced formulas, pivot tables, and financial modeling.
  • Experience with Costpoint or other financial management software.
  • Strong attention to detail and organizational skills.
  • Ability to prioritize and manage multiple tasks in a fast-paced, detail-oriented environment.

Preferred Qualifications

  • Familiarity with Cost Accounting Standards (CAS).
  • Prior experience in cost/pricing proposal development.
  • Excellent written and verbal communication skills for presenting complex financial data to non-financial stakeholders.
  • Experience working with government agencies or prime contractors.

Special Requirements

  • Must be a US Citizen and successfully complete a U.S. government background investigation.
