Broad Street, Richmond, VA 23219 Job Type : Contract (C2C) Work Schedule : Hybrid (Onsite 3 days per week) Interview Type : Both Webcam and In-Person Short Description : The Virginia Department of Transportation (VDOT) is seeking a Master Data Analyst with at least 10 years of experience in data management, particularly in the fields of data analysis, Agile (Scrum) methodologies, and business process improvement. The position is a hybrid role, requiring the candidate to work onsite 3 days per week in Richmond, VA. Job Responsibilities : Data Analysis and Management : Analyze business processes, data requirements, and the data lifecycle. Profile and review source data, compare it to dataset requirements, identify conflicts, and propose solutions. Perform entity resolution and handle matching, merging, and semantic conflicts. Collaborate with project teams to understand business processes and pain points. Document metadata, business processes, and data requirements, including user stories and acceptance criteria. Create clear and concise user stories that can be easily implemented by technical teams. Agile Methodology & Scrum : Develop and maintain product backlogs and assist in organizing and managing sprints. Work closely with the Product Owner to maintain a prioritized backlog of user stories. Decompose requirements into Epics, Features, and User Stories. Map user stories to data models to facilitate master data management. Conduct sprint planning, daily standups, and sprint reviews. Business Process Modeling & Testing : Diagram current and proposed processes using tools such as Visio, including data flow and context diagrams. Assist in the creation of test plans and cases for Quality Analyst functions. Coordinate User Acceptance Testing (UAT) with business stakeholders, ensuring project managers / scrum masters are informed of testing progress. Collaboration & Reporting : Collaborate with vendors, consultants, and internal teams to create solutions. Ensure all work products meet VDOT's high-quality standards. Contribute to ongoing improvements and process efficiencies. Required Qualifications : Experience : Minimum of 10 years of experience in business data analysis, including delivering business data analysis artifacts (e.g., Business Requirements Documentation, Requirements Traceability Matrix). 5 years of experience as an Agile Business Analyst with strong Scrum knowledge and experience in organizing and maintaining Product and Sprint backlogs. Proficient in developing dataset requirements and user stories from client and product strategy requirements. Expertise in defining acceptance criteria and managing the acceptance process. Experience with enterprise data management, data analysis, and data lifecycle management. Technical Skills : Proficiency with Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server). Experience with reporting systems (data warehouses, data lakes, operational data stores). Communication Skills : Exceptional written and oral communication skills, with the ability to collaborate with diverse teams and customers. Preferred Qualifications : Certifications (CBAP, CSPO, CDMP) or equivalent credentials. Experience with Team Foundation Server and work item tracking. Experience using automated testing tools such as Test Complete. Additional Information : Local candidates strongly preferred due to the onsite requirement.
