What are the responsibilities and job description for the Contract Lead, Nuclear Export Controls position at GEM Technology?
Scope of Work:
The purpose of this order is to procure support services to include management assessments, reviews, exercises, analyses and evaluations to assist NA-24 in fulfilling its mission responsibilities. The work performed shall include day-to-day support of management actions and initiatives; periodic advisory services from subject management experts knowledgeable in the various areas of responsibility; assistance with development of briefing materials for internal and external presentations; independent reviews of plans, projects, programs and proposed initiatives; and assistance in development of new initiatives. When requested, the candidate shall provide for the support of independent consultants and other experts to conduct technical reviews and assessments of highly complex and controversial issues. Additionally, the candidate shall perform writing, editorial, and layout services, graphic design, high-resolution scanning, and all other steps necessary to provide digital “camera ready” output for brochures and other publications necessary to convey programmatic and technical results to a wide variety of audiences.
Responsibilities:
- Provide budgetary and strategic program management support for the International Nonproliferation Export Control Program (INECP).
- Assist in managing the following portfolios to support the export control mission to strengthen international efforts to prevent the spread of WMD related goods, technology, and commodities: Support Ukraine Program; Implementation Working Group.
- Assist in managing eRoom / Valinor, the SCORE program and the Export Control Fellows Program.
- Assist in managing and coordinating the program's budgetary work, including obligating monies to the field, establishing fund sites and travel allocations, and managing the budget on the G2 budget management system.
Experience:
- A minimum of 10 years of experience with an emphasis on nonproliferation and nuclear arms control efforts.
- PMP Certification strongly preferred
Education:
- Bachelor of Arts/Bachelor of Science required, with a Master of Arts strongly preferred.
- Must demonstrate a strong background in international relations, and experience with export controls in an international context.
Clearance:
- Must be able to obtain and maintain a DOD Secret, Top Secret, or DOE L or Q clearance.
Period of Performance:
The period of performance of this task order consists of a 12-month base period, and four, 12-month option periods as follows:
- Base Period: June 15, 2025 – June 14, 2026
- Option Period 1: June 15, 2026 – June 14, 2027
- Option Period 2: June 15, 2027 – June 14, 2028
- Option Period 3: June 15, 2028 – June 14, 2029
- Option Period 4: June 15, 2029 – June 14, 2030
