Job Summary
This position description describes the requirements for Building Information Management support required by the U.S. General Services Administration (GSA), Public Buildings Service (PBS), New England Region, Design and Construction Division (1PC). The intent of this program is to ensure accurate, uniform, and properly mapped data in the Central Facilities Repository (CFR), which tracks, manages, measures, maintains, and reports on building information (2D, 3D, Building Models) for federally ¬owned and/or leased space in GSA's Regional Inventory.
Essential Functions
- Provide building information management services for the proper mapping and management of building information contained within extensive and complex PBS business systems, and directly supporting a) the adequacy, accuracy and uniformity of building information; b) management of region--wide building information validation (BIV) and subsequent update efforts, c) maintenance of accurate building information to business lines and regional management; and d) business line documentation used as the basis for customer agency planning, design, leasing and facility operations, and involving the most complex properties/geographic areas within the regional inventory.
- Ensure that building information for all federally managed space and all leased multi-tenant facility locations within the Region is maintained and updated in a manner that properly accounts for all categories of building information.
- Conduct compliance reviews, typically to ensure that property within the existing federal inventory or recently acquired is validated and recorded in conformance with program requirements and per the established taxonomy.
- Maintain the integrity of building information for all types of federally- owned or leased space within the regional inventory and prepare documents to satisfy various PBS reporting requirements.
- Verify current building information in conformance with proposed and bona fide operating requirements. Analyze federal office and special -use space (laboratories, conference and classroom/training facilities, structurally changed areas, etc.) to reflect building modifications, renovations, lease acquisitions, new construction, etc.
- Ensure that all federally owned properties and multi-tenant lease facilities are accurately documented, and that changes in current building conditions are recorded and corrected in a timely manner.
- Overseeing the CFR Data Management Program within the Region to ensure that the infrastructure supports the regional needs and ensures consistent standards, processes, measures, and policy for data management across the Region.
- Working with all PBS business lines to revise and update current building information to reflect physical conditions for each building within the regional inventory.
- Developing and conducting formal and on-the-job training, workshops and other presentations; recommending certification requirements and/or other technical development initiatives and providing input to the development of measures designed to assess PBS' overall success in managing data integrity and efficient integration with other business and information systems.
- Performing analyses of building plans and models and reviewing data to evaluate and potentially resolve any special concerns or specific problems.
- Ensuring appropriate levels of attribution to individual files in the CFR.
- Recommending corrective action in the form of changes to regional/national policies and established operating procedures.
- Summarizing information and providing guidance on "best practices" implemented as a result of findings; and identifying business practices which could be effectively incorporated into regional operations.
- Coordinating appropriate stakeholders for review and approval of items requested to be checked.
- Ensuring appropriate levels of attribution to individual files in the CFR. Recommending national data standards, workflows and policies.
- Ensuring regional adherence to program requirements.
- Implementing and providing training on procedures and templates for check-in, check- out, and automated synchronization.
Minimum Qualifications
- Knowledge of Spatial Data Management, Building Information Modeling (BIM), BIM Analysis, Computer Aided
- Design (CAD), Database Management, File Management, and their principles, practices and techniques to support the overall coordination of PBS operating requirements and the corresponding standards used to assess the integrity of data contained in PBS information systems, including CFR, ePM, eSmart or their respective replacement(s), etc., as well as to ensure accurate and current data.
- Knowledge of the mission, function, and organization of different business lines within PBS, with an emphasis on building information taxonomy. Knowledge of and understanding of PBS program operations, activities, and technical specializations within varying program activities, and an understanding of the interrelationships among PBS Divisions and program operations.
- Skill in using ingenuity and in devising solutions which may include sensitive issues and dealing effectively with a diverse range of operating situations.
- Skill in concisely articulating recommendations and explaining technical requirements.
- Skill in writing to prepare a variety of reports, summaries, or other official documents as requested.
Employment Type: Full Time hourly Service Contract Act (SCA) position.
Pay Rate: $38.56/hr
Health & Welfare: In addition, $4.57 per hour worked (up to 40 hrs/week) contributed towards Insurance Benefits.
Holiday Pay, Paid Time Off (PTO) and Sick Leave Pay applies to this position.
WORK SCHEDULE: Five work day schedule at 8 hour days 07:00AM to 04:00PM
Work Environment
May perform work assignments in a temperature and humidity-controlled environment. Some tasks and assignments such as the installation; operation; and maintenance of mobile systems, or range instrumentation will require work performance in outside environments in heat or cold with exposure to the conditions typical of various work locations.
Physical Requirements
Must be able to climb, bend, stoop, lift up to 20 pounds, pull, or carry heavy items.
