Position Overview: The Program Manager, which is a 4-year grant funded position, will be responsible for overseeing the development, implementation, and management of Gender Hive’s programs designed to support 2SLGBTQIA youth in Central Oregon, with a particular focus on those in rural communities. This role requires a dynamic and proactive leader who can effectively coordinate activities, manage partnerships, and ensure the successful delivery of key initiatives aimed at improving 2SLGBTQIA youth success in education, healthcare, and community engagement. The Program Manager will play a key role in fostering community relationships, co-creating programs and tracking outcomes, and ensuring alignment with Gender Hive’s mission and goals.
Key Responsibilities:
1. Program Development & Management:
o Lead the design, implementation, and evaluation of all programs, including training and community outreach.
o Develop and maintain detailed project plans, timelines, and budgets, ensuring that program activities are completed on time, within scope, and on budget.
o Ensure that all program activities align with Gender Hive’s mission and the Student Success Plan strategies and grant deliverables, specifically addressing the needs of 2SLGBTQIA youth and their families in rural areas.
o Coordinate with internal and external partners to ensure effective implementation of program activities.
o In partnership with the Oregon ECHO Network, develop a 12-session ECHO training for pediatric healthcare providers on supporting transgender, non-binary, and gender-diverse youth in rural and non-urban schools and communities using the evidence-based ECHO model, as well as an ongoing community of practice.
o Facilitate and coordinate training for educators, healthcare providers, clinics, and community organizations focused on 2SLGBTQIA inclusion and culturally-responsive practices.
o Offer foundational training in supporting 2SLGBTQIA youth to current educators, as well as students in education and healthcare-related degree programs at OSU-Cascades and Central Oregon Community College (COCC).
2. Stakeholder Engagement & Community Relations:
o Serve as the primary point of contact for program stakeholders, including 2SLGBTQIA youth, families, healthcare providers, educators, and community-based organizations.
o Cultivate and manage relationships with external partners, including local schools, public health partners, healthcare providers and clinics, youth organizations, and advocacy groups.
o Coordinate and facilitate community meetings, listening sessions, and feedback opportunities to gather insights and ensure the programs reflect community needs, including Gender Hive’s bi-annual Trans Health Needs Assessment.
3. Monitoring & Evaluation:
o Track and assess program progress, outcomes, and effectiveness using both qualitative and quantitative data.
o Prepare reports and presentations for stakeholders, funders, and the Program Director, highlighting progress, challenges, and lessons learned.
o Use data to adjust and improve program strategies as needed, ensuring continuous improvement and impact.
4. Resource Development & Fundraising:
o Collaborate with the Program Director and other team members to identify and secure additional funding to support Gender Hive’s mission, such as informing grant proposals, fundraising strategies, and meeting with funders.
o Co-create educational materials with identified community partners related to grant deliverables and the overall program, ensuring resources are culturally relevant and accessible.
5. Compliance & Reporting:
o Ensure that all program activities comply with applicable local, state, and federal laws, regulations, and funding requirements.
o Maintain accurate program documentation and report regularly on program milestones and budget performance to the Program Director and funding bodies.
Required Qualifications:
_ Bachelor’s degree in social work, public health, education, non-profit management, or a related fi eld (Master’s degree preferred). Similar training and experience performing the duties of this job may substitute for the degree requirement._
_ At least 3-5 years of experience in program management, preferably in the non-profit or social services sector, with a focus on 2SLGBTQIA or youth-focused initiatives._
_ Strong understanding of 2SLGBTQIA youth issues, particularly those facing transgender and non-binary individuals, and the challenges they experience in rural areas._
_ Demonstrated experience in project management, including planning, budgeting, implementation, and evaluation._
_ Ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines._
_ Excellent written and verbal communication skills, with the ability to engage and collaborate with diverse community members, stakeholders, and partners._
_ Strong organizational and problem-solving skills with a proactive, hands-on approach._
_ Ability to work independently and as part of a team in a remote work environment._
_ Familiarity with data collection and evaluation methods, including survey tools._
_ Demonstrate a commitment to equity, inclusion, and social justice._
Preferred Qualifications:
_ Experience working with rural communities, underserved populations, or in educational settings is highly desirable._
_ Knowledge of the Oregon ECHO network, and experience with healthcare provider education or training._
_ Knowledge of non-profi t management, fundraising, grants management, and operations._
_ Familiarity with the cultural context of rural and remote communities in Oregon._
_ Fluency in Spanish or other languages spoken by local communities._
Physical Requirements:
_ Must be able to remain in a stationary position up to 50% of the time._
_ The person in this position frequently communicates with staff and project partners and must be able to communicate information in these situations._
_ Occasionally moves and load/unload outreach equipment and materials weighing up to 50 pounds across various activities and events._
_ Operates a computer and other office equipment such as scanners and printers._
_ Must be able to travel/drive and/or attend in-person meetings or training across 20-60 miles._
_ Must be able to work fl exible hours, including evenings and weekends._
