The primary role and responsibility to assist Program Managers in facilitating the Basis of Estimate (BOE) customer proposal process and associated tools.

The Project Administrator role will be part of the Proposal Cost Estimating (PCE) team, which is part of the larger Engineering Services organization within Hardware / Software Engineering. The primary role and responsibility to assist Program Managers in facilitating the Basis of Estimate (BOE) customer proposal process and associated tools.
DUTIES & RESPONSIBILITIES:
- Participate in Proposal Kick Off meetings on behalf of PCE
- Manage several projects at any given time
- Assist colleagues in managing other projects as needed
- Create, manage, and update Excel files
- Repose proposal related artifacts and required documentation
- Provide process and tool guidance to functional department estimators
- Assist in identifying business process improvements and associated software tools
- Participate in testing of software enhancements of related proposal tools
- Provide proposal, process, and tool related training as required
- Communicate new processes and enhancements to functional estimators and Program Managers during Proposal Kick Off meetings
- Facilitate work related presentations as needed
- Perform detailed review of proposal projects to ensure compliance to Work Breakdown Structure (WBS) and related proposal policies and procedures
- Interface frequently (daily) with cross-functional departments (e.g., Engineering, Quality, Manufacturing, Flight Operations, Pricing, Contracts, Sustainment, and others as required)
- Participate in ad-hoc projects as directed by Supervisor, Manager, or Department
- Set priorities, schedule, and work quality expectations for others
- Additional duties and responsibilities as required or directed
Job Qualifications
- Typically requires a Bachelor’s degree in business administration or a related discipline and three or more years of progressive professional project administration experience. Equivalent professional experience may be substituted in lieu of education
- Prior experience with Department of Defense proposal process and/or tools is highly desired
- Must possess the ability to understand new concepts, principles, processes, requirements across a wide-spectrum of GA-ASI Work Instructions & Procedures, and US Government rules and regulations such as the FAR / DFAR
- Familiarity with FAR / DFAR is desired
- Must have strong communication, computer, documentation, presentation, and interpersonal skills and the ability to work independently with minimal supervision
- Proven experience in handling fast-paced, dynamic situations where the ability to be flexible and adjust to those dynamics as part of a cross-functional team
- Experience in Microsoft Office (Word, PowerPoint, Outlook) with a minimum of intermediate level MS Excel skills required
- Strong acumen for learning a variety of software tools
- Strong attention to detail, ability to multi-task, and is a motivated self-starter
- Ability to obtain and maintain a DoD Security Clearance is required.
- Ability to work extended hours as required.
