We currently have an exciting opportunity for a mid-level Planning & Scheduling Analyst to work within our Planning and Scheduling group in Poway, Ca.
Under general direction, within an assigned department, this position is responsible for supporting the development, tracking, and analysis of project schedules with varying contract type, size, and complexity. This person works in a team environment with technical, financial, and management staff to plan, baseline, status and control contract activity and deliverables. The position requires interaction with the program management team to establish and maintain cost/schedule baseline integration and update Estimates to Completion (ETC). Exercising good judgement, this person implements reporting procedures and reviews project status and valuation of work in progress, as well as tracking of project deliverables. This person may also: 1) drive the development of Work Breakdown Structures (WBS) and related dictionaries 2) contribute in the development and implementation of Earned Value or equivalent cost tracking methodologies 3) perform related variance analysis, and works with program/project managers and technical personnel to ensure uniform application of procedures and 4) perform Schedule Risk Assessments (SRAs).
DUTIES AND RESPONSIBILITIES:
Follows industry best practices for developing and maintaining logically linked horizontally and vertically integrated network schedules (Integrated Master Schedules) implementing critical path methodology (CPM), and performing schedule health assessments
Prepares, develops and coordinates integrated master schedules to meet program objectives
Develops Master Program Schedules (high level schedules) for assigned contracts and executive briefs
Identifies and resolves critical path and network logic conflicts, recognizes implications of changes and assists in the development and incorporation of work-around plans into the schedule when change is required
Utilizes Gantt, PERT, milestone charts, earned value management and other integrated project management techniques to measure progress and identify performance variances to facilitate focus and intervention on critical and/ or high risk areas
Utilizes Monte Carlo type simulation to conduct Schedule Risk Assessment on IMS per the minimum contractual requirements
Coordinates with the program team to assign resources to activities in the program schedule, establish a baseline that reflects the work required, update the remaining work (ETC) on a recurring basis and perform annual comprehensive ETC
Utilizes the company Earned Value Management (EVM) system to analyze schedule consistency and integration with budgets and forecast
Ensures the baseline Integrated Master Schedule utilizes the company standard structure for cost tool import and analysis and WBS alignment with charge structure.
Ensures the networked IMS includes all internal and external program dependencies
Prepares written analysis of Integrated Program Management Report (IPMR) IMS CDRL narratives with detailed explanations and thorough analysis
Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company

Job Qualifications:
Typically requires education or formal training equivalent to the completion of an associate's degree in business administration or a related discipline. May substitute equivalent experience in lieu of education.
Experience with Microsoft Project, Project Server or other related project scheduling tools as well as performing DCMA 14 point analysis.
Demonstrates the ability to understand scheduling, planning and tracking procedures, and manufacturing systems in a development and production environment.
Must have a basic understanding of the concepts, and practices involved in analyzing multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
Requires an understanding of GAAP and FAR.
Must be:
an effective communicator and able to represent the company on programmatic matters, as well as able to write, interpret and explain programmatic issues
knowledgeable and experienced with Microsoft Office applications including Excel, PowerPoint, Outlook and Project
