The duties that the incumbent of the vacancy will be expected to perform. Duties Description Duties include, but are not limited to: • Develop and maintain OGS’s system of internal controls and the agency’s internal control review program, ensuring that both comply with all requirements of the NYS Internal Control Act and other applicable standards and mandates. • Collaborate with OGS division leaders to design effective controls for all of OGS’s programs and functions. • Assist OGS managers and staff in analyzing, mapping, and re-designing processes to reduce risk and improve efficiency.• Develop and implement a system for conducting periodic risk assessments agencywide and assisting division leaders with developing risk mitigation strategies.• Provide consultative support to agency managers to assist them in meeting internal control requirements, conducting risk assessments, and completing internal control reviews.• Guide the development and drafting of policies and procedures agency-wide, in collaboration with OGS division leaders, managers, and staff.• Regularly review policies and procedures to verify that they are aligned with the agency mission and objectives and that they comport with internal control standards.• Develop internal control guidelines and tailored reference materials to guide staff at all levels on internal controls best practices.• Coordinate and implement education and training efforts related to development and internal controls, as well as risk and control concepts for OGS employees.• Work cooperatively with OGS’s Internal Audit Unit to identify and mitigate agency risk and coordinating implementation of internal and external audit recommendations. • Prepare and present summary reports on risks and internal control structures to senior leadership and external stakeholders. • Provide ongoing education, coaching and feedback to business unit leaders to raise and help maintain their internal controls knowledge, skills, and abilities. Note: Travel may be required, 10%.
The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor's degree in accounting, finance, business administration, or related field. Six (6) or more years of experience in internal controls, auditing, or related fields, including demonstrated proficiency in: • Risk management and/or internal control frameworks.• Policy and procedure development and implementation. The ICO plays a critical role in helping OGS deliver on its mission by helping agency leadership, management, and staff seamlessly integrate strong, effective controls into core business functions throughout the organization. The ICO will partner with leaders and staff across the agency to design, monitor, and continuously review internal controls and control systems. They will also work to redesign and strengthen existing controls, including developing effective policies and procedures to address gaps, mitigate identified risks, and adapt to accommodate changing circumstances and mandates.
