GENERAL FUNCTIONS:
This position oversees, manages and provides leadership to the development, implementation and operation of Livingston and Genesee Counties' DSS "Employee Development Program" training activities. This position also provides administrative and technical support for these activities. The individual in this position completes all of the follow-up work necessary for the close-out of all training activities outlined in the two counties' annual DSS training contracts. This person supports the administration of these contracts through working with the county-assigned Staff Development Coordinators. Support includes visits with key county DSS personnel, contact with state DSS representatives as necessary, drafting of annual contracts, negotiation of work with, and logistical support to trainers/ consultants, including overseeing training facility and equipment arrangements, and managing DSS training resources.
SPECIFIC RESPONSIBILITIES:
Administrative/Program Development
Provide leadership for the development, implementation and operation of each county's DSS "Employee Development Program" contract and training activities.
Provides administrative and technical support for these activities.
Coordinate needs assessments as needed.
Recommend resource use based on the identified needs of each DSS department.
Be the primary contact for EDP workshops and training and be responsible for all negotiations and fee arrangements for the trainers/consultants.
Work with the trainers/consultants to ensure the content of training delivered meets the identified needs.
Summarize and complete evaluation reports for workshops.
Budget/Accounting
Oversee budget, process contract purchases and payments through the GCC Business Office and maintain fiscal records.
Develop and submit progress and fiscal reports to county Staff Development Coordinators and GCC Executive Director of Workforce Development. Prepares monthly and annual financial reports, including budget and enrollment information.
Prepares annual contract documentation, including budgets, for required signatures, ensuring that all state and county requirements are met on a timely basis.
Provides activity invoicing and payment documentation to GCC Executive Director of Workforce Development for approval on a timely basis. Responsible for collecting receipts, travel information, college registration information, etc. and maintains documented records of all financial activities.
Advisement/Registration/Enrollment Services
Provide academic advising and on-site registration services to DSS Livingston County employees.
Promote and support employees' academic success, including acquiring appropriate resources and providing other support and guidance as necessary.
Monitor student performance for academic planning.
Act as liaison with GCC offices as appropriate to assist employees taking academic courses.
At completion of each semester or more frequently as necessary, update the appropriate county Staff Development Coordinator with each employee's progress towards degree completion.
Promote and facilitate enrollment in the non-credit bearing courses offered through The Best Center for the professional and personal development of staff at both Livingston and Genesee DSS.
Library Services
Maintain the on-site staff development libraries and resources' centers.
Research and purchase library materials based on needs of employees and trends in the social-services field.
Receive requests for library resources.
Update/maintain library computer database (Library Administrative Tracking System) with the assistance of Staff Development clerical support.
Publish library memos and resource announcements.
Job Requirements:
QUALIFICATIONS:
Education
Bachelor's or Associate's Degree in human services, social services or related field required.
Experience
Minimum of three years' (or five with an Associate's) full-time experience working with a New York State Department of Social Services (DSS) administrative office required. Two years' program development and training administration experience required. Strong organizational and administrative experience required. Experience with contract writing and administration preferred.
Knowledge, Skills & Abilities
Strong verbal and written communication skills. Understanding of basic accounting principles. Ability to create and manage annual training budgets. Competent Microsoft Word and Excel skills with ability to use charts and spreadsheets. Ability to organize and manage details and multiple projects and tasks. Ability to work independently with minimal oversight or direction. Must be a team player with exceptional interpersonal skills. Ability to make public presentations to county departmental and GCC groups if required. Must be able to demonstrate a strong commitment to diversity.

RELATIONSHIPS:
This position works with NYS Department of Social Services - Livingston and Genesee Counties and state offices' staffs, county Staff Development Coordinators, trainers/consultants, and GCC and BEST Center staff.
SALARY AND CONDITIONS OF EMPLOYMENT:
This is a twelve-month, part-time position contingent on annual funding approved through Livingston and Genesee Counties. Hours are set at 19.5 hours per week with compensation of $40/hour. Travel within Livingston and Genesee Counties and to GCC's Batavia Campus is required. Employee's work location is a home office. Any necessary equipment, supplies and services are covered within the grant funding.
