Genex Systems is looking for an Environmental Specialist to support the Center Maintenance, Operations, and Engineering (CMOE) contract at NASA Langley Research Center in Hampton, VA.

The successful candidate will understand and adhere to NASA LaRC environmental policies and procedures, have a strong knowledge of State and Federal environmental regulatory programs and compliance activities required during construction activity, this includes but is not limited to: storm water management, erosion sediment control, chemical material tracking, spill prevention, control and countermeasures, HAZMAT Spill Response, waste management, waste shipments, NEPA requirements, DOT and RCRA requirements, and will provide consistent verbal and written updates with NASA client on Environmental project status.

Responsibilities:

Provide technical assistance to support and maintain compliance with all Federal, State and local environmental regulations and NASA LaRC Center environmental policies and procedures that include but not limited to:

  • Waste management, SWPPP/SPCC plans, water pollution control, spill plans and response, air permitting requirements, emergency planning and release reporting, tank management, natural and historic resources, and knowledge of the NEPA environmental review process and associated rules and regulations for infrastructure and transportation-related projects.
  • Provide internal CMOE operated facility environmental assessments, subcontractor site inspections to assure environmental compliance with all state, and federal environmental laws, regulations, environmental practices, LaRC requirements, and best management practices are applied.
  • Review our Construction Contractor Environmental Erosion Sediment Control Plans, Storm Water Management Plans, Waste Management Plans, Disposal Plans, CMOE Chemical Material Tracking Inventories for State, Federal, and Center regulatory compliance.
  • Provide guidance and/or insight and resolutions for unique and/or complex environmental problems that occur.
  • Oversee environmental plans and ensure compliance with programs such as air quality, storm water, solid waste, hazardous materials, DOT, Safety Data Sheets, pollution prevention and spill plans including program training.
  • Offer recommendation, improvements, and corrective actions to mitigate environmental hazards across various environmental media, including but not limited to, air emissions, potable water, water pollution control, hazardous materials management, solid and hazardous waste management, toxic substances control, etc.
  • Ensure all CMOE chemical inventory are maintained accurately in NASA’s Chemical Materials Tracking System (CMTS) database on a regular basis and inventory is certified quarterly.
  • Serve as a CMOE contact for NASA LaRC Environmental compliance programs.
  • Collect environmental samples (Soil analysis, TCLPs, VOCs, and PCBs in various materials)
  • Conduct fieldwork and oversee our Subcontractors, directing changes as needed based on changing site conditions, regulator concerns or updated project requirements.
  • Ensure our waste activities are coordinated with NASA Environmental to ensure proper waste handling practices are incorporated into all of our controlled work sites.
  • Act independently and as part of a multi-media audit team to ascertain compliance and recommend appropriate action to assure compliance and/or return to compliance
  • Participate on the CMOE HAZMAT Response Team
  • Review and approve Safety Data Sheets for hazard identification, personnel exposure guidelines, potential environmental affects, handling and storage and, accidental release measures.
  • Maintain/Obtain certifications in RCRA, HAZMAT DOT Ground Shipper, HAZWOPER, and/or VA DEQ ESC/SWM Inspector certifications.



U.S. Citizenship required. Minimum of two (2) years college or vocational training in area of specialty plus eight (8) years relevant experience, or any equivalent combination of education/ experience for total of ten (10) years is preferred.

  • 5-10 years of experience in transportation/facilities environment with responsibility for Environmental and Health.
  • Proficient PC skills including Microsoft Office applications and Excel.
  • Strong presentation skills with clear communication, engaging delivery, and effective use of visuals.
  • Demonstrated ability to work independently with attention to detail and organizational abilities.
  • Strong analytical/problem solving, written and verbal communications.
  • Experience working with state or local regulatory agencies.
  • Knowledge of Federal and State regulatory requirements.
  • Familiarity with emission control devices for compliance is a plus.
  • Ability to perform physical requirements of the position with or without reasonable accommodations.



Essential Functions:

Work Environment

Office environment. (70%) Test/Industrial/Construction Environment - May be exposed to areas of high noise levels, hazardous propellants, explosives, chemicals, industrial facilities, and indoor and outdoor construction sites. (30%) Travel between facilities, field, and test sites is required. Travel between various facilities/test operations is required and may bring exposure to loud noise and potentially hazardous equipment operation. Attendance and participation at regular and ad-hoc meetings both in-person and virtually is required.

Standard office equipment (PC, telephone, fax, copier, etc.) (50%)

Physical Requirements:

The ability to enter into confined spaces; crawl into or onto various assemblies while maintaining a clear vision of safety is required. Potential exposure to high noise levels, hazardous chemicals, propellants and the like. Appropriate PPE and training will be provided for all conditions. (20%)

Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs.

Attendance:

Regular attendance mandatory (100%)

Overtime/work outside normal schedule required (<20%)

Other Essential Functions:

U.S. Citizenship required. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Read, analyze, and critique written test, project, and construction plans for environmental considerations. Grooming and dress must be appropriate for the position and must not impose a safety/risk hazard to the employee or others. Must be able to balance scope, schedule and budget to insure project success. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client. Must be able to obtain and maintain a security clearance as required. A valid driver’s license is required.
