Project Summary :
We are seeking a highly skilled GIS professional with extensive experience in ESRI's ArcGI platform, AutoCAD, and SQL to lead the modernization of the Public Works GIS ecosystem. This role will be responsible for the GIS upgrade, including ArcMap to ArcGIS Pro migration, implementing th ArcGIS Enterprise Portal, implementing the CS13 map standard, and adopting the Parcel Fabric framework to improve parcel data accuracy.
The ideal candidate will ensure seamless system integration, scalability, and long-term sustainability while providing training, documentation, and ongoing support for the Public Works GIS team. Strong expertise in GIS technologies, software development, and database management is required to drive workflow improvements and ensure the reliability of GIS operations.
Minimum Qualifications
3 years of experience within the last 7 years with modern GIS technologies using ESRI Product Suite; ArcGIS Enterprise, ArcMap, ArcGIS Pro, ArGIS Online and ArcGIS Parcel Fabric (Local Government Information Model); AND experience with GIS infrastructure, ArcGIS Server installation and configuration. Scope of Work
Task 1 : ArcMap to ArcGIS Pro Transition
The project involves cataloging existing DPW's ArcMap projects, data sources, and tools,
assessing their compatibility with ArcGIS Pro, and creating a migration plan with timelines and resource needs. Data formats will be standardized, geodatabases and symbology updated, MXD files converted, and custom scripts adjusted for ArcGIS Pro. Extensive testing will ensure data accuracy, symbology, and functionality, with workflows refined based on user feedback. Training and updated documentation will be provided, and technical support will continue after deployment. A closeout meeting will address remaining issues, with ongoing monitoring, patches and updates to ensure compatibility with future ArcGIS Pro releases.
Task 1 Deliverables :
Task 2 : ArcGIS Enterprise Portal Setup and Configuration
The project involves collaborating with stakeholders to define user needs and objectives for ArcGIS Enterprise, reviewing the existing DPW's GIS infrastructure to identify gaps, and developing a detailed strategy for implementation. A customized ArcGIS Enterprise architecture will be designed, including Portal, Server, Data Store, and Web Adaptor, with a focus on reliability, security, and scalability. Implementation will involve preparing the environment, installing components, configuring settings, publishing GIS services, and customizing the Portal interface. ESRI applications will be integrated to enhance workflows, followed by performance testing, user training, and detailed documentation. Ongoing support will include monitoring, patches to the server, updates, and improvements based on feedback.
Task 2 Deliverables :
Task 3 : Coordinate System Transformation to CS13
The project involves evaluating the current City basemap's coordinate system in AutoCAD and spatial data to identify the steps needed for transformation to CS13. Adjustments will be determined, and AutoCAD files and spatial data formats, such as shapefiles and GeoJSON, will be converted using accurate transformation parameters and tools. Validation checks will ensure proper alignment and accuracy, with any discrepancies resolved. The entire process will be documented, including tools, assumptions, adjustments, and validation results, to provide a clear record for future reference and troubleshooting.
Task 3 Deliverables :
Task 4 : On-Demand Map Assistance and System Administration
This task provides GIS mapping and system administration support to efficiently manage data, maps, and infrastructure for Public Works. Mapping support includes creating, updating, and maintaining GIS maps while ensuring compliance with industry standards and integrating data from AutoCAD. Assistance is available for specialized maps used in engineering, surveying, planning, and internal presentations, ensuring consistency, accurate labeling, and adherence to standards. Additional support includes spatial analysis and visualization, such as conducting queries, generating heat maps, and creating models to support data-driven decisions. Maps are provided in various formats, including PDF, JPG, and interactive web maps, with large-format printing support.
System administration involves managing ArcGIS Server, Portal for ArcGIS, and ArcSDE databases, along with routine maintenance, backups, and performance tuning to ensure smooth operations. Support is available for user access and security management within ArcGIS Enterprise to safeguard data. Additional responsibilities include assisting with software updates, server patching, licensing compliance, and troubleshooting GIS applications. Field staff receive support for mobile GIS and offline mapping solutions. To enhance efficiency, automation efforts focus on developing Python scripts and geoprocessing tools to streamline workflows, improve mapping processes, and optimize data management.
Task 4 Deliverables :
