Job Summary: The Proposal Manager/Writer II creates and submits responses that propose the building of workforce systems (Case Management/Unemployment Insurance/Vocational Rehab/Adult Education) that answer the requests in a format that meets the requirements and evaluation criteria identified. The creation of the RFP response includes the gathering and coordination of marketing, management, and development personnel inputs, and writing the response from source documentation (e.g., past proposals and/or boilerplate). It also includes continuous review of and knowledge of the current workforce systems and updating of boilerplate proposal documents.
Viable candidates must be willing to work onsite at GSI's headquarters in Palm Harbor, Florida daily.
Key Responsibilities:
- Create shell documents for proposal response inputs
- Review RFP (Request for Proposal), RFI (Request for Information), and other potential opportunities that will lead to the participation of research, analysis, and planning of the response
- Collect and coordinate the inputs from marketing, management, and development subject matter experts to write the response from the source documentation (boilerplate and past proposals)
- Manage multiple projects simultaneously.
- Facilitate and lead proposal kick-off meetings, strategy meetings, and proposal reviews
- Leads proposal Color Team reviews and conducts follow-up revisions.
- Ensures overall proposal quality and compliance
- Ensure win strategy, technical solution, win themes, discriminators, compliance, and a clear understanding of the requirements are well articulated and consistent throughout proposal documents.
- Facilitate proposal kick-off meetings, strategy meetings, and proposal reviews
- Use proposal formatting, writing, editing, and proofreading to create an organized draft proposal
- Participate in all proposal debriefs and lesson-learned discussions
- Create final master files in PDF format copies to document the response
- Collaborate with the team to finalize, review, and send the final response
- Perform post-response clean-up and maintenance for proposal boilerplates
- Continuous review and knowledge of the current product offerings to maintain an up-to-date boilerplate proposal documentation vault
- Assists in maintaining the organization of files and folders
Work Experience / Knowledge:
- Experience working for a software development/information technology organization preferred
- Experience with state and local government proposals preferred
- Effectively collaborate and cooperate with others to establish good working relationships within the team
- Excellent organizational skills with the ability to prioritize projects and tasks in a fast-paced environment
- Strong written and verbal communication skills with the ability to work both within a team and independently

Credentials and Experience:
- Bachelor’s degree in English, Business Administration, Communications, Journalism, Marketing, or related field
- Minimum 2 years of successful technical/proposal writing in a software/technical setting
- Equivalent combination of education and experience
- Proficient in Microsoft Office suite (Word, Excel, Outlook, Teams, and SharePoint)
- Understanding of marketing techniques (i.e. layout, graphics, strategy-to-win)
