The Department of Community Health is seeking qualified candidates for a Data Governance Manager for the Office of Analytics and Program Improvement Division. This position will work closely with DCH's Performance Management Office to establish data governance frameworks and ensure the adherence to established polices. The Office of Analytics and Program Improvement (OAPI) is the source for DCH-related healthcare analytics, program improvement initiatives across the agency. This is a hybrid position that requires in-office and remote work with the approval of the supervisor. The days and frequency in the office can change at any time during employment based on the business needs of the organization.
Under minimal guidance, the Data Governance Manager will lead a team of data governance analysts and manage enterprise-wide data governance activities. The role will have responsibility for further establishing a data governance framework and ensuring adherence to the established policies, standards, and practices. The position will work closely with data owners, data stewards and data administrators to identify the Department’s data assets and improve the quality and value of those assets. The Data Governance Manager will report to the Executive Direct of the Office of Analytics and Program Improvement and will support the Medicaid Performance Management Office.
- Manage and conduct performance evaluations for a group of data governance analysts
- Establish a data governance re-engagement roadmap to support the roll-out of data related strategic priorities
- Identify and assist with the facilitation of organizational behavior modifications required to support the implementation of the data governance framework
- Ensure each data governance role is clear of its responsibilities and is held accountable for performing their data governance duties
- Identify and make recommendations to maximize data governance resources
- Establish enterprise-wide strategies to ensure adoption of standards and policies
- Define and develop a mechanism for monitoring performance and quality metrics related to the compliance of established data governance standards and policies
- Create and monitor data related measures, outcomes and metrics and identify areas of improvement
- Coordinate efforts of contracted data governance resources to ensure maximum return on contracted scopes of work
- Manage relationships at multiple organizational levels to support the overall data governance goals
- Identify new business opportunities pertaining to the use of data assets to achieve efficiency and effectiveness
- Serve as champion for data governance efforts
- Identify and manage business and technology risks associated with managing enterprise-wide data assets
- Maintain knowledge of regulatory data requirements and emerging trends and issues
- Serve as a champion for Enterprise Data Governance
- Develop and maintain consistent documentation to support the adoption of data governance practices across the enterprise

Preferred Qualifications
- Master’s degree in Applied Mathematics, Computer Science, Management Information Systems, Computer Information Systems, or related subject.
- Three years of experience working with public or private healthcare data
- Working knowledge of Informatica Data Catalog solution
- Ten years of data management experience in a major organization
