Start your career in public service. The Business Operations Specialist position will be responsible for reviewing Regional and County departments. The qualitative case review process utilizes the same outcomes as federal CFSR review of safety, permanency and wellbeing of children and their families. The process is completed by reviewing a regional sample of social services cases and interviewing all relevant parties of the case (case manager, supervisor, service providers, children, families, etc). Systemic factors are also included in the review. The process involves extensive record evaluation as well as the regional’s systemic factors through stakeholder surveys. Reviews are conducted in an effort to improve outcomes for the families and children of Georgia. These reviews are critical to the success of program delivery completed by county DFCS offices. Outcomes, trends and other findings are used in statewide management, training and policy updates and changes. Georgia recently completed their Round 4 Federal CFSR and are in the process of developing a federal CFSR PIP. Data from the reviews are shared with our federal partners to determine compliance with meeting this PIP.

Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.
Role and Responsibilities:
- Selects, reviews, and analyzes case records/SHINES and accurately completes a structured review instrument appropriate to each program to assess child safety, permanency and well-being as well as SHINES data accuracy.
- Reviews a statewide sample of social services cases using systemic factors, extensive record evaluation, case specific interviews, case debriefings, as well as the evaluation of systemic factors through interviews and surveys. Compiles and evaluates information gathered through the review process and formulates an evaluation of the total county/region programs.
- Completes the reviews used for Federal Reporting for Georgia’s Performance Improvement Plan as part of a team which are critical to the success of program delivery completed by county DFCS offices.
- Works in collaboration with state, regional and local leadership to support Continuous Quality Improvement and case practice improvements.
- Uses outcomes, trends and other findings in statewide management, training and policy updates and changes.
- Performs other professional responsibilities as assigned.
- Associate degree in communication, English, or public relations from an accredited college or university and three (3) years of experience related to area of assignment.
OR
- One (1) year of experience required at the lower level Busi Support Analyst 2 (GSP131).
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Skills/Qualifications
Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
- Master’s degree in a related field from an approved, accredited college or approved university
- Bachelor’s degree in a related field from an approved, accredited college or university AND one (1) year of related work experience as a Social Services supervisor/administrator
- Prior work experience in both Child Protective Services and Foster Care Services
