Pay Grade: LThe Instructional Designer is responsible for designing and developing a variety of instructional and training materials. This individual must be versed in using software, design, and writing skills to achieve the learning goals. The Instructional Designer must demonstrate and utilize effective needs analysis, project management, and materials development to ensure the success of high-quality training development and implementation via eLearning/computer-based learning to an LMS. This individual must stay abreast of best practice and emerging learning, methodologies, technologies, and solutions. Must have the ability to succeed in a fast-paced environment with strong leadership, analytical and communications skills.
Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis. Travel, less than 10%, throughout Georgia.
Role and Responsibilities:
- Analyze, design, develop, and/or update on-demand courses and curricula using Articulate 360, iSpring, or other eLearning authoring software.
- Manages the process for the training lifecycle, from initial analysis/inception through completion/delivery and evaluation using ADDIE and/or Agile methodologies on multiple deliverables with aggressive timelines.
- Designs and develops learning materials for a variety of delivery modalities (eLearning, instructor-led, virtual classroom, etc.).
- Creates learning objectives, design documents, storyboards, scripts, and other learning deliverables.
- Maintain instructional material templates and ensure consistency of information across learning deliverables.
- Uses instructional design expertise to develop effective, engaging, innovative and creative instructional materials that meet audience needs.
- Edits instructional and supporting materials for grammar, clarity, consistency, and accuracy of content.
- Designs production of learning objectives in a variety of formats including print, graphics, audio, and video to support online coursework and programs.
- Engages with cross-functional teams in the organization.
- Builds rapport with stakeholders and learn the business you are supporting.
- Works with stakeholders and subject matter experts to understand, define, and capture their training requirements and propose appropriate learning strategies that successfully address the needs of the target audience and involve suitable training delivery modalities.
- Performs needs assessment and audience analysis to determine performance gaps and identify opportunities, priorities, and appropriate training interventions.
- Conducts necessary research to develop and deliver training programs to employees.
- Applies project management, communication and problem-solving skills in the design of all training projects to meet aggressive deadlines.
- Coordinates, publishes, and maintains training courses for the Learning Management Systems (LMS) and/or other content management systems; troubleshoots and solves issues.
- Conducts pilot testing; compiles and analyzes the evaluation/pilot data.
- Reviews metrics to determine effectiveness of training, satisfaction measurements, and return on investment (ROI).
- Mentors new team members and guide them on areas, such as instructional design processes/strategies, stakeholder engagement, creativity, etc.
- Assists the Director and Training Program Manager with the development of department goals, objectives, policies and procedures in a manner that is consistent with the mission of the department.
- Provides management with recommendations for training initiatives and best practices.
- Maintains current knowledge of relevant topics for inclusion in professional learning curriculum.
- Presents on topics related to instructional and course design at state, regional, or national meetings (as needed).
- Identifies learning, trends, technologies, and platforms that enhance training offerings; assist in building business case for investment and roll-out of new technologies.
- Develops and manages project plans.
- Performs other professional responsibilities as assigned.

- Associate degree in communication, English, or public relations from an accredited college or university AND three (3) years of experience related to area of assignment;
- One (1) year of experience required at the lower level Business Support Analyst 2 (GSP131).
Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills/experience:
- Demonstrated experience in developing creative, innovative, and engaging eLearning materials.
