Paygrade: MThe General Ledger Manager is responsible for the management of all accounting related functions of the general ledger. This position provides advanced professional accounting services in support of the Department of Human Services and it’s attached agencies. General involvement includes analyzing, recording, and interpreting financial transactions; preparing specialized and standard accounting forms and reports; and providing accurate and timely information to department management, agency program staff and leadership, other state agencies, auditors, and other third parties with financial information interests. This role assists with the preparation of financial reporting requirements for the department. Moreover, duties include supervision of staff, accounting professionals and paraprofessionals.
Role and Responsibilities:
- Applies and adheres to current Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Federal statutory accounting regulations and requirements, State of Georgia accounting policies and procedures and Department of Human Services fiscal policies and procedures.
- Analyzes and reconciles general ledger accounts accurately for fiscal integrity as well as compliance with applicable principles, standards, guidelines, policies and procedures.
- Analyzes and reconciles accounting data and transactions that require knowledge of complex rules and regulations and use of advanced research and problem-solving skills.
- Preparation and review of journal entries as required.
- Reviews and/or creates financial statements and year-end reports to support the State and Federal year-end close and reporting process.
- Identifies and corrects procedural problems revealed in reviews and audits.
- Performs complex and detailed monthly bank reconciliations in a timely and accurate manner.
- Monitors daily transactions and manages, secures and maintains all bank statement and reports for the department’s bank accounts.
- Performs monthly review and reconciliations of balance sheet accounts including accounts payable, accounts receivable, advances and prepaid accounts.
- Manages and leads a staff of three General Ledger accountants on team success in completing assignments/responsibilities accurately and timely along with matters pertaining to staff development.
- Performs other related duties and special projects as assigned.

- Bachelor's degree in accounting AND three (3) years of professional accounting job-related experience, which includes one (1) year in a supervisory role;
- Two (2) years of experience at the lower level Accountant Spv (FIP024) or equivalent position.
Preferred Skills/Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all the following skills/experience:
- Master’s degree in Accounting.
- Seven (7) years or more performing the following accounting functions: Accounts Receivable, Accounts Payable, General ledger account reconciliations, Bank Reconciliations, Financial Reporting.
- Knowledge of and experience with the State’s financial management system TeamWorks (PeopleSoft).
- Knowledge and experience with other Microsoft Office products (Outlook, Word, PowerPoint, etc.).
- Strong Microsoft Excel skills including Pivot Tables, IF, and VLOOKUP formulas.
- Prior work experience in the governmental accounting field.
