What are the responsibilities and job description for the Regulatory & Federal Affairs Specialist position at Georgia EMC?
Georgia Electric Membership Corporation (Georgia EMC) is seeking a dynamic and highly motivated Regulatory and Federal Affairs Specialist to track, analyze, and advocate on regulatory and federal issues that impact the organization and its members. This individual will monitor and represent Georgia EMC at the Georgia Public Service Commission (PSC) and before Georgia’s Congressional delegation, build relationships with key stakeholders, and advocate on behalf of Georgia’s electric membership cooperatives (EMCs). The ideal candidate will work closely with internal teams, policymakers, and advocacy groups to influence policy decisions at both the state and federal levels, while also managing communication, reporting, and strategic recommendations for senior leadership.
Key Responsibilities:
· Monitor and Analyze PSC Activities: Track PSC filings, orders, hearings, and decisions, identifying regulatory issues that impact Georgia EMC. Assist in preparing and submitting required filings.
· Represent Georgia EMC at PSC Hearings: Provide evidence, testimony, and support as needed during PSC hearings to advocate for favorable outcomes for Georgia EMC and its members.
· Build Strong Relationships with PSC Stakeholders: Act as a liaison between Georgia EMC and PSC staff, developing strong relationships with commissioners, staff, and other key stakeholders. Actively participate in hearings, meetings, and regulatory discussions.
· Ensure Compliance: Review and interpret PSC orders and regulations, advising internal teams on compliance and operational impact. Monitor and report on compliance with PSC regulations and recommend corrective actions when necessary.
· Federal Affairs Responsibilities: Engage with Georgia's Congressional delegation, federal policymakers, regulators, and other key stakeholders to advocate for Georgia's EMCs on relevant federal issues. Build and maintain strong relationships with federal and state officials, members of Congress, and their staff through regular communication, meetings, and briefings.
· Advocate on Behalf of Georgia’s EMCs with Other State / Federal Regulatory Bodies: Represent the organization at regulatory hearings, public meetings, and industry events, communicating the company’s interests effectively. Engage in advocacy efforts with state and federal lawmakers, working with advocacy groups to influence policy and legislation.
· Policy Analysis and Strategy Development: Analyze proposed rules, regulations and policy, assessing their potential impact on Georgia EMC and its members. Prepare policy briefs, position papers, and strategic recommendations for senior management.
· Internal Collaboration and Reporting: Collaborate with internal departments to ensure alignment of regulatory priorities. Regularly update leadership and team members on regulatory developments, upcoming hearings, and potential changes.
· Member and External Communication: Engage in public speaking and provide periodic presentations to members, directors, management, and various EMC associations. Respond to external inquiries and complaints in a timely manner.
· Research and Data Analysis: Conduct research on state and federal policies, track regulatory changes, and monitor industry trends that may affect the organization.
· Event and Meeting Coordination: Coordinate meetings, conferences, and webinars related to position. Assist in preparing materials and presentations for meetings with government officials, industry partners, or advocacy groups.
· Other Duties: Perform other duties as assigned by management, with a willingness to work nights and weekends as required.
Qualifications:
· Bachelor’s degree in political science, Public Policy, or a related field.
· 2 years of experience in regulatory affairs, public policy, or government relations.
· Strong communication, negotiation, and relationship-building skills.
· Excellent analytical and problem-solving abilities to assess regulatory impacts and recommend solutions.
· Experience with PSC proceedings and knowledge of state and federal regulatory frameworks is a plus.
· Ability to work independently and collaboratively in a fast-paced, team-oriented environment.
· Willingness to travel and attend evening or weekend events as required.
