Job Summary:
The Employee Relations Manager will facilitate and manage employee relations on behalf of the agency.
Primary Duties & Responsibilities:
- Advises and trains managers and supervisors in best employee relations practices and strategies for managing the employee progressive discipline process.
- Advises and trains employees in the best employee relations practices and strategies for the employee grievance/complaint process.
- Collaborates with leadership on matters of policy and terms of memoranda of understanding before and throughout negotiation process.
- Collaborates with legal counsel and departments in the preparation for and participation in negotiation with employee and labor groups.
- Provides information and advice to employees, supervisors, managers, and executive leadership regarding employee relations issues, personnel policies, practices and regulations.
- Reviews and evaluates proposed or newly enacted State and Federal laws governing personnel administration.
- Serves as liaison with external entities including other agencies, organizations, committees, task forces, etc.
- Responsibilities also include maintaining compliance with EEO, GCEO, ADAAA, investigating claims, developing processes, guiding and developing Employee Relations/Compliance staff, and creating Performance Management criteria.
- Develops training as needed in the areas of Performance Management, Investigative Dispositions, Charitable Contributions, Sexual Harassment, and Employee Engagement.
- Develops Standard Operating Procedures (SOPs)
- Serves as point of contact for agencywide Sexual Harassment claims
- Collaborates with the Office of Investigations (OI) on employee investigations and sexual harassment claims
- Collaborates with the Office of Inspector General (OIG) on sexual harassment claims
- Conducts internal policy reviews to ensure agency compliance
- Develop the employee relations strategic plan
- Develop Key Performance Indicators (KPIs)
- Complete agency mediations.
COMPENTENCIES:

- Thorough understanding of dispute resolution and compensation administration.
- Ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations.
- Ability to understand cultural awareness
- High Level Confidentiality
MINIMUM QUALIFICATIONS:
- High School Diploma/GED AND Four (4) years of managerial or supervisory experience in human resources.
- Or Two (2) years of experience required at the lower-level Mgr., Human Resources (HRM010) or position equivalent
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
AGENCY SPECIFIC QUALIFICATIONS:
- Experience managing subordinate staff
- Experience working in Georgia State government
- Knowledge of State government employment laws
- Experience in managing employee relations and employee complaints
- Experience in managing the Performance Management Process
- Experience in developing and providing training
PREFERRED QUALIFICATIONS:
Preference will be given to applicants who in addition to meeting the minimum requirement possess two (2) or more of the following:
- Bachelor’s degree in human resource management
- PHR, SPHR, SHRM-CP, SHRM-SP Certification
- Certified Mediator
- Two (2) or more years of experience handling Title VII, ADA, and EEO claims
- Two (2) or more years of professional level experience working in Employee Relations and investigations experience
