Local Technical Assistance Program (LTAP) Coordinator
Job Salary $52,956.00
JOB SUMMARY: Georgia's Local Technical Assistance Program (LTAP) stimulates active, progressive and cost-effective transfer of highway technology and technical assistance to rural and local governments. This position, under broad supervision, is responsible for assessing, planning and/or coordinating training sessions for LTAP. Performs end-to-end learning and development. Evaluates training and learning outcomes in relation to functional and/or technical training activities.
JOB SPECIFIC DUTIES: Under limited supervision, develops, delivers and coordinates a comprehensive training program(s). Assesses staff's training/development needs. Conducts necessary research to develop and teach appropriate training programs. Evaluates effectiveness of training programs. May serve as project leader. Must be willing to travel.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFCATIONS:
High school diploma or GED AND Three years of experience providing educational, training or instructional services in functional area.
OR one year of experience required at the lower level Training & Development Spec 2 (GSP121)
AGENCY MINIMUM SPECIFIC QUALIFICATIONS:
· Demonstrated experience providing on the job training in various areas such as maintenance, construction, or survey with a state agency, city, county, or other local governments.
· Demonstrated experience to effectively communicate verbally and written to all levels within of an organization and technical entities
· Demonstrated experience to work and communicate with managers, coworkers, and external personnel in a professional, cooperative manner
· Demonstrated experience to utilize basic computer applications such as word processing, spreadsheet, and/or database management programs
· Demonstrated experience to effectively apply new knowledge and skills in work to adapt quickly to change
· Committed to providing quality customer service
· Demonstrated experience to make sound and well-informed decisions
· Demonstrated ability to effectively manage own priorities setting well-defined and realistic personal goals
· Displays a high level of commitment toward work and a high standard of ethical conduct
AGENCY PREFERRED QUALIFICATIONS:
· Completion of an associate’s or bachelor's degree in education, business administration, transportation, or a related field from a four-year college or university.
· Knowledge of roadway construction and/or maintenance
· Experience working in or leading various group activities.
· Experience in measuring effectiveness of programs or activities
· Experience with or ability to use a Learning Management System (LMS)
· Demonstrated ability to develop new, effective methods and procedures where existing methods and procedures are inapplicable or are unavailable
· Demonstrated experience utilizing various interactive e-learning methods
· Experience planning, delivering, developing or evaluating training/staff development programs or activities or academic classroom instruction

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
