Key Responsibilities
Collaboration and Stakeholder Engagement:
- Engage proactively with government leads, support staff, and stakeholders to capture project requirements and objectives.
- Maintain consistent communication with all involved parties to ensure alignment and successful procurement outcomes.
- Create comprehensive procurement packages, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), and Market Research Reports (MRR).
- Implement agile principles and best practices to develop procurement documentation supporting program management and related activities.
- Analyze previous contract performance to formulate effective SOWs, PWSs, and SOOs.
- Conduct market research to inform procurement decisions and identify alternative sources.
- Establish evaluation methodologies and source selection criteria.
- Draft precise contractual documents and solicitations.
- Assist in contract administration, ensuring compliance with the terms and conditions outlined in contracts.
- Support the execution of contract modifications, amendments, and renewals.
- Monitor contractor performance in accordance with established Quality Assurance Surveillance Plans (QASP) and Key Performance Indicators (KPIs).
- Administer contract deliverables and oversee vendor onboarding/offboarding and contract closeout processes.
- Analyze pricing data to provide recommendations on price reasonableness and necessary contract modifications.
- Maintain accurate records of contract administration activities and furnish regular updates on status.
- Ensure adherence to quality control guidelines and monitor compliance with applicable regulations and policies.
- Utilize Microsoft tools, including SharePoint and Teams, for effective document management and collaboration.
- Bachelor’s degree in Business, Finance, Contract Management, or a related discipline.
- 3-5 years of experience in acquisition support, procurement, or contract management, preferably within a government context.
- Strong knowledge of federal procurement regulations and policies.
- Familiarity with agile methodologies in procurement or software development settings.
- Proficient in Microsoft business suite tools, including SharePoint and Teams.
- Exceptional communication, negotiation, and collaborative skills.
- Capability to function independently and as part of a team in a demanding environment.
- Experience with the Judiciary Financial Management System (JIFMS) and Momentum software.
- Certification in Contract Management (e.g., CPCM, CFCM) or similar credentials.
