Key Responsibilities
- Engage proactively with Contracting Officer's Technical Representatives (COTRs) and other essential stakeholders, delivering acquisition and business insights for R&D programs.
- Collaborate across multiple business functions, including planning, budgeting, contracting, information technology, security, and property management, to ensure seamless execution of acquisition workflows.
- Assist in the development and organization of contracting documentation such as Statements of Work (SOWs), Performance Work Statements (PWS), acquisition plans, and criteria for proposal evaluations.
- Establish and sustain relationships with internal and external partners, ensuring effective communication and coordination throughout the program's life cycle.
- Present complex matters to senior leadership and play a pivotal role in strategic decision-making that aligns with the organization’s mission and objectives.
- Minimum of 5 years of experience in business operations or business management, specifically supporting acquisition and contract management activities, ideally within the intelligence community.
- Proven track record of collaborating with multidisciplinary teams and cultivating networks across organizations, government entities, and private sectors.
- Strong analytical capabilities related to financial performance and expenditure management.
- In-depth understanding of the acquisition lifecycle, including Broad Agency Announcements (BAAs), Requests for Proposals (RFPs), and Requests for Information (RFIs).
- Familiarity with Grants, Cooperative Agreements, Other Transactions (OTs), and the source selection process.
- Experience in drafting and reviewing strategic plans, industrial security plans, research solicitations, and conducting market research.
- Competence in developing and monitoring multi-year funding and expenditure plans across various contracts.
- Required: TS/SCI clearance with polygraph.
- A Bachelor's degree in a relevant field.
- At least 5 years of experience in business operations or business management supporting acquisition and contract management activities, preferably in the intelligence community.
- Proficient in working with multidisciplinary teams and establishing networks within organizations, government sectors, and the private sector.
- Solid understanding of the acquisition lifecycle.
- Required: TS/SCI clearance with polygraph.
- A Bachelor's degree in a relevant field.
