The purpose of this position is to plan, coordinate, and manage the County Community Action Program (CAP) activities and staff in providing emergency living assistance and case management to residents of the County.
EXAMPLE OF DUTIES
SUPERVISORY RESPONSIBILITIES This position provides recommendations on scheduling work hours of employees, evaluating employee performance, employee training and granting time off.ESSENTIAL DUTIES AND RESPONSIBILITIESTIME SPENTOversees in conjunction with the Divisional Director the planning, development and implementation and coordination of CAP services and activities related to utility payments/deposit assistance, eviction prevention rent assistance, mortgage assistance, utility discount programs in helping residents become more self-sufficient and in accordance with State and Federal guidelines and regulations; evaluates program needs and recommends appropriate actions; develops and implements policies and procedures to carry out programs.20%Prepares and submits Local, County, State and Federal reports in compliance with program reporting requirements; researches, processes, completes and provides various monthly, quarterly, semi-annual, and annual reports. Responds to and investigates staff and client complaints/grievances as required. Develops and prepares annual CAP Plan, needs assessment, and submits to Department of Economic Security for final approval.20%Conducts pre-screening of clients via telephone to determine program eligibility; schedules client appointments; documents case information in database and processes related paperwork; conducts client interviews as required. Performs case management activities including analyzing financial, employment, family, and personal information. 20%Supervises and monitors the performance of assigned personnel; coordinates employee training; ensures compliance with contractual requirements, departmental policy and procedure and regulations governing community services activities. Conducts quality assurance reviews of client files; monitors client eligibility and assistance available and ensures compliance with program policies and regulations.20%Coordinates CAP Advisory Board Inter-Agency meetings and agendas; attends various meetings related to programs activities.10%Researches and identifies grant funding opportunities to ensure appropriate program funding. Assists in the preparation of the annual budget; monitors revenues and expenditures of the organization and uses the data to compile reports to make fiscal and staffing recommendations.10%Performs other duties as assigned.
