The Construction Inspector performs inspections on all Pima-Maricopa Irrigation Project (P-MIP) designed irrigation construction projects that serve the Community. The Construction Inspector performs technical knowledge of construction means and methods, field and plant inspections, testing of concrete per the American Concrete Institute, earthwork excavation and backfill, pipe installation, surveying principles and procedures, projects plans and specification interpretation. The incumbent will work long hours and will prepare daily inspections reports documenting construction progress. The Construction Inspector protects the interests of the Community and its members by ensuring a quality construction product, which will prevent premature and unnecessary maintenance and future safety hazards.
· Promotes and enforces public safety using Tribal Occupational Safety & Health and the Bureau of Reclamation Safety Standards.
· Enforces and ensures quality construction projects through application of Bureau of Reclamation, Natural Resources Conservation Service, and Pima-Maricopa Irrigation Project specifications and design drawings to ensure proper material and workmanship
· Performs inspections of construction materials incorporated into the jobsite both in the field and at the plant where materials are manufactured; Reviews contract documents for verification of installed material to ensure the material meets the submittal and specification requirements.
· Inspects all construction activities and disciplines of contractors and subcontractors as construction proceeds.
· Attends weekly meetings, contractor safety meetings, and other “toolbox” meetings on the job site as directed.
· Participates in pre and post-construction conferences and in P-MIP/BOR transfer inspections of facilities to the Gila River Indian Irrigation & Drainage District or San Carlos Irrigation Project-Indian Works; Assists the Senior Construction Engineer and Construction Engineers with specification review and development.
· Assists the Construction Engineer in preparing the construction report to include all construction related documents and consolidates and conforms them by reaches. Assists the Construction Engineer with the preparation of as-built, verifications of installed quantities, etc.
· Enforces all permit activity with contractors, sub-contractors, and others as construction proceeds.
· Assists in resolving discrepancies and problems related to materials, methods, and procedures used in construction phasing; Strategize on actions that will best serve the project.
· Performs other related duties as assigned.
· Knowledge of construction methods, surveying, and material acceptance testing.
· Knowledge of inspection enforcement and reporting requirements.
· Knowledge of federal, state, and Community laws, codes, and regulations, and/or ordinances.
· Knowledge of American Concrete Institute (ACI) means and methods for concrete placement and testing.
· Knowledge of hazards, safety rules and precautions involving the use of heavy equipment.
· Knowledge of basic construction procedures.
· Knowledge of freehand and mechanical drafting methods, procedures and techniques.
· Knowledge of methods, processes, and techniques used in analyzing and interpreting a variety of engineering data, such as field surveys, aerial photographs and maps.
· Knowledge of Bureau of Reclamation and Natural Resource Conservation Service specifications.
· Knowledge of Federal and Community OSH regulations regarding safe work practices.
· Ability to understand and interpret technical specifications for construction.
· Ability to perform basic mathematical calculations in order to calculate quantities, trends, times, distances, measures, and weights.
· Ability to work and communicate effectively with public, vendors, contractors, and other Community department staff.
· Ability to make sound decisions utilizing good judgment and being able to reach consensus.
· Ability to establish and maintain effective working relationships with other employees, contractors, and Community department staff.
· Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
· High School diploma or GED and three (3) years of construction inspection or technical experience.
· Associate’s degree from an accredited college or university in Engineering, Engineering Technology, or closely related field is preferred.
· American Concrete Institute Certification and National Institute for Certification in Engineering Technologies are preferred.
· Tribal Driving permit can be required
