The Water/Wastewater Operations Manager provides overall management and compliance of the Community’s water supply and wastewater disposal facilities through the supervision of staff including operators, pump mechanics/electricians, utility service personnel, and others. The position is critical in maintaining safe water delivery and wastewater disposal to residents, government operations, and business enterprises throughout the Gila River Indian Community.
· Overall responsibility for water quality testing, compliance, records and reports for potable water production, treatment, and delivery through public water systems.
· Responsible for staff development, supervision, scheduling, and oversight to complete duties through staff and subordinate supervisors.
· Responsible for water system Operation & Maintenance (O&M) including scheduled Preventative Maintenance (PM) and emergency repairs.
· Responsible for O&M of Community wastewater disposal and treatment systems.
· Responsible for Wastewater compliance monitoring, testing, and reporting.
· Coordinates with Engineering staff regarding system expansion and improvements.
· Perform other related duties as assigned.
· Knowledge of applicable regulations (Federal/State) governing water/wastewater compliance
· Knowledge of potable water supply, pumping, distribution, and treatment systems-design, operations, and compliance tracking.
· Knowledge of domestic wastewater collection, pumping, and treatment systems-design, operations, and compliance tracking.
· Knowledge of Operation & Maintenance requirements for both water and wastewater systems, including SCADA controls.
· Knowledge of water/wastewater industry heavy equipment, tools, and safety procedures.
· Knowledge of Microsoft Office Suite software.
· Ability to use a computer for communication, data input, document preparation, and information retrieval.
· Ability to plan, coordinate and accomplish work through others.
· Ability to supervise, mentor, and develop subordinate staff.
· Ability to communicate effectively, both verbally and in writing.
· Ability to work independently to accomplish tasks and meet deadlines.
· Ability to understand and follow both verbal and written instructions.
· Ability to maintain accurate records and prepare detailed reports.
· Ability to establish and maintain effective working relationships with other employees, Community Officials, outside entitities, and the general public.
· Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
Associate’s degree in Environmental Science, Public Administration, Water/Wastewater Management or a closely related field; and a minimum of six (6) years experience in wastewater/water treatment, operations, maintenance, administration, or regulatory activities; and which includes two (2) years supervisory experience in the water and wastewater field. Bachelor’s degree preferred.
An Arizona Department of Environmental Quality or Inter Tribal Council of Arizona Grade III certification in Water Treatment and Grade II certification in Wastewater Treatment are preferred, but not required, upon hire.
Required to obtain a Tribal Operator’s permit. Valid state driver’s license with proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application
