Summary
The Program Director provides administrative and clinical oversight of the Bridge Program, a 3-bed transitional program that is designed to provide clinical treatment and functional skills training tailored to the needs of adults with intellectual disabilities that are co-occurring with mental health and/or addiction treatment needs. The Program Director is also an integral part of the management of the day-to-day operations of the CTR program, in addition to providing personnel management and supervision of clinical services. The Director reports jointly to a Gilead Department Director and is responsible for monitoring and maintaining processes for all contractual agreements and licensing regulations, including but not limited to Department of Developmental Disabilities (DDS), and Gilead policies and procedures, in keeping with Gilead’s mission and core values.

Duties and Responsibilities
  • Provides a high level of clinical expertise regarding the treatment of severe and prolonged mental illness, developmental disabilities and substance abuse disorders through supervision, staff training, education, and program development.
  • Leads an effective program by creating, coordinating and implementing clinical services, including the facilitation of program meetings, best practice models of care and daily functions as required by contractual and regulatory bodies.
  • In collaboration with program staff, manages all aspects of the day-to-day operations of the program and provides higher level oversight.
  • Ensures that program staff are trained to provide appropriate supports.
  • Consults with both the Gilead supervisor regarding medical and mental health needs regarding risk management.
  • Monitors medical and health needs in collaboration with the Group Home Nurse Coordinator to ensure medical needs are being met.
  • Participates in investigations of any alleged abuse and neglect according to DDS, DSS and DMHAS regulations to protect the rights of individuals.
  • Monitors the operating budget for the program, ensures the maintenance of financial records; conducts quarterly audits; purchases or supervises the purchase of food, supplies and equipment; manages inventory; creates, defines and monitors a crisis management plan, including emergency procedures; uses relevant technology to complete work goals.
  • Ensures that the program’s physical environment meets required regulations including a clean, safe, and home-like atmosphere.
  • Monitors and maintains processes for all contractual agreements and licensing regulations including but not limited to Department of Developmental Services (DDS).
  • Demonstrates expertise in clinical leadership by implementing timely admissions, continued services, and discharge processes for the program, with focus on utilization and fiscal stability.
  • Participates in leadership meetings, clinical meetings and ad hoc work groups in effort to carry out the mission of the program within and outside of the organization.
  • Implements and provides feedback to improve policies and procedures for programming.
  • Collaborates, with the Agency Leadership team, for implementing new or revised programming in compliance with the mission and vision of Gilead.
  • Maintains current knowledge of state treatment initiatives, program development trends and other relevant issues that may impact the clients and programs and seeks out opportunities to advance personal knowledge of treatment trends that may positively impact the services provided by the organization.
  • Responds to after-hours calls, for evenings, weekends, and holidays as needed on a rotating on-call basis.
  • Ensures that program operations comply with state and federal regulations, Gilead policies and procedures and with health and safety regulations; prepares locations/programs for quality assurance reviews; meets with DDS quality assurance staff during inspections; discusses program related licensing issues and plans of correction and implements solutions. Assists in the preparation of certification applications.
  • Attends educational workshops, reviews professional publications, establishes professional networks, participates in professional societies to maintain professional and technical knowledge.
  • Represents Gilead in a positive and professional manner when interacting with participants, co-workers, families, outside agencies and others in the community; ensures that all actions, activities and decisions are aligned with Gilead’s vision and values; creates a welcoming, attractive, person-centered, culturally aware environment for individuals and staff
  • Works in coordination with the agency Administrative Support Staff for proficient service delivery.
  • Other duties as assigned.
Supervisory Responsibilities
  • Oversees the development of routines, schedules and procedures for the program
  • Assists in the recruitment and hiring of staff; prepares and conducts site-specific in-service trainings; monitors training and certifications; schedules staff as needed; leads and mentors direct support staff; manages conflicts and disciplinary issues in accordance with agency policies; conducts one to one meetings and staff meetings.
  • Completes an annual evaluation of the job performance of managers and other staff per policy, so that areas of strength may be recognized, continued performance at optimal levels encouraged and issues in performance identified and addressed with a self-improvement plan.
  • Develops and maintains sound employee relationships, effective work environment conducive to job satisfaction within the program.
  • Provides guidance and direction to supervisory and non-supervisory employees to assist in their professional development.
  • Position currently supervises management and non-management staff members.
Education and Years of Experience
  • Degree: Masters Degree in Human Services Field Required. Licensed Degree Preferred.
  • Number of Years of Experience: 6 Total, 3 Supervisory
Requirements
  • Prior administrative and clinical experience directing services in the fields of mental health, developmental disabilities and addictions.
  • Prior knowledge of organizational leadership, employment law and human relations required.
  • Must maintain and provide proof of valid driver’s license and automobile insurance in good standing.
  • Ability to manage under stressful or crisis situations. Ability to problem solve. Ability to meet deadlines and establish and prioritize multiple tasks.
  • Ability to travel to various agencies, businesses, and meet with clients in their homes, if needed.
  • Must meet and maintain all required trainings, certifications etc. as needed.
  • Demonstration of ethical behavior and sound judgment that supports the NASW standards of care.
  • Uphold confidentiality by following the HIPAA regulations.
  • Certification as DDS Abuse and Neglect Investigator preferred.
Working Conditions
  • Working conditions are based both in office and community settings.
  • Local travel.

  • Possibility of exposure to use of substances, vulgar statements, or hostile/dangerous situations.

  • The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.
