JOB SUMMARY
Performs a variety of routine and complex technical, field and office work in the appraisal of commercial and residential property for tax assessments. Administers and maintains property records and computerized files. Processes tax warrants, applications for tax credits, exemptions, current use, abatements and NH-DRA forms. Coordinates and supervises Town-wide revaluations. Conducts annual inspections for statistical updates and adjusts property values as needed for subdivisions, boundary line adjustments, mergers and un-mergers, development projects, construction, demolition and other property changes or improvements.
SUPERVISION RECEIVED
Works under the direct supervision of the Town Administrator and advises the Board of Selectmen in all areas pertinent to property appraisal. Performs administrative and clerical duties independently, exercising judgment and tact in answering inquiries and forwarding in summary fashion, all matters warranting the Assessor’s attention and determination.
SUPERVISION EXERCISED
Provides supervision over Assessing Technician and Assessing Clerk. Evaluates and completes job performance evaluations, disciplines subordinates and allocates staff resources according to work flow and demand.
ESSENTIAL FUNCTIONS

- Inspects, appraises and assesses all categories of properties, including residential, commercial, manufactured housing, condominiums, boat slips, industrial, waterfront, island and utilities.
- Defines and determines property values using a combination of complex appraisal techniques such as cost approach, income approach and sale comparison approach.
- Generates fair market values for “pick-ups”.
- Performs and oversees field inspections of properties to meet the Tow’s cycle inspection program.
- Performs accounting and auditing procedures related to assessments. Correlates data and completes final assessment value reports.
- Maintains and updates tables in the Town’s UNIVERS CAMA system as needed.
- Prepares, reviews, signs and/or recommends, as appropriate, all assessing warrants and reports, to include tax warrants, MS-1, abatement approvals/denials, exemptions, credits, yield tax warrants, current use, land use change warrants, equalization ratio reports, and USPAP reports.
- Conducts statistical analysis of property values in relation to recent applicable sales data and other market trends.
- Oversees and completes revaluations of property as maybe required by law, market conditions or upon directives from the Board of Selectmen. Plans and conducts public hearings after new valuations have been established.
- Maintains working relationship with NH-DRA in accordance with applicable state statutes and Rev. 600 regulations.
- Coordinates the update of the Town’s website property record files and tax maps on an annual basis.
- Manages and motivates department staff and ensure ongoing training as needed to develop their skills and professional growth.
- Prepares and administers Assessing Office budget.
- Inspects properties for the purposes of updating assessments in association with Building Permits.
- Reviews abatement applications and makes recommendations to the Board of Seletcmen for disposition.
- Prepares appraisals and all necessary technical documentation related to property valuations for cases to be tried before the Board of Tax and Land Appeals and Superior Court. Works with Town Counsel to resolve litigation.
- Ensures departmental record keeping and dispensation of information is handled professionally and courteously.
- Perform accounting and auditing procedures as related to assessments.
- Examines deeds, recorded plans, surveys, blueprints, permits, personal records, tax maps and market data to obtain additional valuation information as may be needed.
- Prepares annual report for the Assessing Office.
- Serves as a member of the Town’s management team.
- Performs other related duties as may be required or assigned.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
General knowledge of municipal operations. Proficiency in computer office skills (Outlook, Word, Excel and data entry). Must be detail oriented with excellent verbal and written communication skills. Ability to maintain confidentiality and professionalism at all times while occasionally working under pressure and within time constraints. Considerable knowledge of real estate appraisal techniques, principles, procedures, laws and regulations. Comfortable familiarity with modern office practices and procedures required. Ability to establish and maintain effective working relationships with outside agencies, other departments and employees, and the general public.
MINIMUM QUALIFICATIONS REQUIRED
Must be a certified NH Assessor pursuant to RSA 21-J:14-f (or able to become certified within 6 months of appointment, in which case the Assessor shall act in a limited role as an Assessing Agent until such time as certified). Valid NH Driver’s License. Experience with CAMA systems, UNIVERS experience preferred. Specialized training and/or experience in appraisal, assessing, or taxation with municipal experience preferred, or any equivalent combination of experience and education, which demonstrates possession of the required knowledge, skills, and abilities.

May be required to sit for extensive periods of time, stand frequently, use hands to finger, handle and feel objects or controls, reach with hands and arms, bend, lift and/or move less than 25 pounds.
COMPENSATION: Pay Grade 12 ($88,696-$143,377 as of 1/1/25)
