Primary Responsibility: The Director of Emergency Management plans, manages, coordinates and implements emergency management strategic plans for the safety and wellbeing of County residents by managing projects addressing all phases of emergency management including mitigation, prevention, preparedness, response and recovery for Gilpin County. Provide for the prevention of injury and loss of life, and the protection of public health and property in accordance with State and Federal law and County policies.


Supervised by: Undersheriff. In absence of the Undersheriff use chain of command established by Gilpin County Sheriff’s Office

Hiring Range: $99,000 - $118,900 DOQ

Salary Range: E9 - $99,000 - $138,600

Job Duties:

The duties listed below are representative of, but do not necessarily include all the duties and responsibilities that an individual in this position may be called upon to perform.


  • Research, prepare and organize annual budgets for the Office of Emergency Management (OEM), and submit to the Undersheriff for review by the Board of County Commissioners (BoCC). Upon approval by the Sheriff and BoCC, oversees the approved OEM budget, monitoring income/expenses to assure budgetary compliance.
  • Assess the emergency management capabilities of Gilpin County, Gilpin County Elected Officials, County Departments and Divisions and emergency stakeholders and partners. Recommend strategies and actions that will improve capabilities.
  • Monitor progress for programs and projects. Prepare required progress reports in Accordance with Federal and State requirements
  • Maintain regular and ongoing communication with the Sheriff, the County Manager, and the BoCC in non-emergency situations; Establish and follow communications protocols with the Sheriff, the County Manager, the BoCC, other applicable County staff and community representatives for emergency situations, including a specific coordination plan with the County Manager for those situations that would require spending or mobilization of County resources.
  • Apply for and oversee departmental grant programs as provided by the US Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) and Colorado Department of Homeland Security Emergency Management (DHSEM), or other grantors, as applicable, in collaboration with the County’s grant management staff and in accordance with Gilpin County Grant Management policies and procedures. Monitor income/expenses to assure budgetary compliance, effectively Project Manage grant projects and monitor programmatic progress to assure project completion in accordance with grant terms and conditions. Provide all needed periodic reporting to the grantor and to grant management staff.
  • Where applicable, provide professional leadership, direction and supervision to OEM staff and volunteers. Complete evaluations for any applicable OEM staff and/or volunteers.
  • Conduct testing and hiring interviews, and make recommendations of candidates to the Undersheriff regarding hiring, qualification, promotion, termination and demotion of OEM employees.
  • Inform the Sheriff, County Manager and the BoCC on federal, state, and local emergency management; and homeland security legislation, regulations and policies. Without unduly representing Gilpin County’s and/or the BoCC’s position on any particular issue, serve as the County’s liaison with federal and state emergency management and homeland security agencies.
  • Sustain integration of the National Incident Management System’s (NIMS) principles and procedures through Standard Operating Procedures for incident response situations and the County Emergency Operations Plan (EOP and all EOP annexes).
  • Coordinate, maintain and monitor Gilpin County’s Annual Operations Plan (AOP):
  • Coordinate, maintain and monitor Gilpin County’s Hazard Mitigation Plan.
  • At the direction of the Sheriff, serve as the County Designated Emergency Response Authority responsible for providing and maintaining capability for emergency response to hazardous substances and material incidents in unincorporated Gilpin County as designated. Coordinate activities of the Local Emergency Planning Committee for hazardous materials in Accordance with Federal and State law.
  • Develop and execute multi-jurisdiction, multi-discipline emergency response and incident management training and exercises. Conduct required FEMA trainings for new County staff (ICS 100 and ICS 700) and for elected officials (G 0402) at least once per year.
  • Work with Gilpin County’s CSU Extension program on mitigation programs and education where applicable. Work with Gilpin County departments on reunification planning for emergencies in which a Gilpin County property is activated as a reunification site.
  • Ensure established emergency management Inter Governmental Agreements (IGA) and contracts are fulfilled according to their terms and develop others as needed to perpetuate interagency coordination and cooperation in disaster management, in accordance with Gilpin County Procurement and Purchasing policies. Refer and assist in the development of emergency management related Mutual Aid Agreements, Memorandums of Understanding/Agreements, Resolutions, Ordinances and Intergovernmental Agreements when necessary.
  • Disseminate County Emergency Operations Plan information to the County Manager and BoCC, agencies/departments, and local public safety agencies, non-governmental and non-profit volunteer organizations, and private-sector partners as necessary to promote and assist in emergency preparedness planning; Sustain partnerships with emergency service providers, both public and private.
  • Develop and sustain emergency and disaster Logistics Section operations with the Department of Public Works including a County emergency response equipment and supply database.
  • Serve as Emergency Operations Center (EOC) Manager. Maintain all necessary facilities that function as the County’s EOCs including all Mobile Command, emergency response vehicles and equipment assigned, designated or contracted to the OEM.
  • Assist the County Elected Officials, County Manager, Department Directors and Administration to maintain a Continuity of Operations Plan (COOP) that ensures government agency functions can be re-established and sustained if impacted by an emergency or disaster incident.
  • Serve as the county liaison for the Volunteer Gilpin County Animal Rescue Team (GCART)
    • Supervise and monitor the actions of the Volunteer Animal Response Team
    • Organize and coordinate local training for Volunteer Animal Response Team.
  • Coordinate LEPC committee, provide agendas for meetings and evaluations of Gilpin County Tier II facilities. Coordinate and lead monthly MAC meetings held in Gilpin County.
  • Cooperate closely with emergency management officials from the state, other counties, regional governments, cities and special districts to coordinate work efforts, while maintaining a primary focus on the safety and wellbeing of Gilpin County residents.
  • Conduct year-round public education campaigns to promote the importance of emergency preparedness in the community; Assist business, industry, school and community groups with coordinating, preparing, developing and testing emergency plans and procedures; Prepare and conduct presentations and develop written materials regarding a variety of emergency preparedness information as needed; Answers questions from, communicates and interacts with members of the public, the Gilpin County BoCC and other senior elected officials, the County Manager, Senior Municipal and County appointed officials, , business and industry leaders and community groups regarding issues related to emergency preparedness, response, and recovery.
  • Perform other duties as assigned by the Undersheriff and any duties needed to stabilize an emergency situation.

Hours:

  • Work is performed primarily in Gilpin County.
  • Must be able to respond in a timely manner to emergencies for any call-outs or to assist in any incident when called upon.
  • May work evenings, weekends and holidays in the event of an emergency.
  • Serve as the first point of contact for a 24/7 operation including assisting local fire and law enforcement during emergencies, daily liaising with law enforcement and public safety agencies, and coordinating with community groups and stakeholders engaged in community safety matters.
  • Ensures adequate staff coverage of OEM and EOC at all times during regular operating hours and when responding to an emergent situation. At least one OEM staff member must be physically present during operating hours.

Qualifications:

  • Required - Bachelor's degree in public safety, emergency management, homeland security or related field is required; supplemented by five (5) years of progressively responsible management experience in emergency management and response, homeland security or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain Certified Emergency Manager designation. Must have demonstrable experience in successfully acquiring, managing, and reporting on grant-funded projects, including programmatic and financial progress.
  • Desired - Master's degree in related field is desirable. PEM (Professional Emergency Manager) certification, grant writing experience desired. Familiarity with two-way radio equipment, components and systems.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of principles, practices and methods of local emergency management programming and operations. This may include current principles, best practices, and methods in as many of the following areas as possible; EOC operations, mitigation strategies, alert and warning, continuity of operation/continuity of government, threat assessments, emergency planning, damage assessment, mass care planning and recovery planning.

  • Thorough knowledge of Microsoft Excel, Word, and PowerPoint.
  • Knowledge of emergency response and recovery operations to include Incident Command System (ICS) and the National Incident Management System (NIMS).
  • Knowledge of federal, state and local emergency response and recovery plans
  • Knowledge of recovery guidance and practices for declared and non-declared disasters.
  • Knowledge of natural and human-made hazards as applied to emergency planning.
  • Knowledge of the traditional organization and operations of local and state government agencies.
  • Knowledge of the laws and regulations relating to the practice of emergency management and planning; knowledge of state and/or Federal emergency grants and budgetary management.
  • Knowledge of the use of planning and presentation software; knowledge of and ability to use computer techniques in public planning and management applications.
  • Skill in the operation of motor vehicles.
  • Skill and experience in public speaking

  • Ability to train emergency management personnel, stakeholders, and other staff on emergency management practices, procedures, and plans.
  • Ability to establish and maintain effective working relationships with supervisors, other employees, outside agencies, and the general public.
  • Ability and willingness to follow County policies as they relate to OEM operations, including but not limited to purchasing and procurement, approvals, grant management.
  • Ability to pass background check, including traffic and criminal.
  • Must have a valid Colorado Driver’s License without restrictions due to driving record.

Certifications:

  • Colorado Certified Emergency Manager or equal
  • FEMA Professional Development Series, Advanced Series preferred
  • Must possess FEMA ICS 100, 200, 700 and 800 certifications within 6 months of employment.
  • Within one year obtain ICS 300, 400, G2200 & G2300
  • CPR Certification within 90 days of employment.

Physical Demands:

  • While performing the essentials functions of this job the employee is frequently required to talk, hear, sit, stand, walk bend, stoop, kneel; and is occasionally required to run, climb, balance, crouch and crawl; is frequently required to lift and carry up to 25 pounds; is occasionally required to lift and/or move up to 50 pounds and to exert up to 100 pounds of force.

Work Environment:

  • The noise level in the work environment typically is moderate; at times the noise level may be loud, with frequent interruptions and multiple demands.
  • The employee may be required to work outside normal business hours.
  • In times of emergency, the employee may be exposed for prolonged periods of time to outdoor weather conditions that may vary from extreme heat to extreme cold and to debris, fumes, odors, airborne particles and dust; may be exposed to the possibility of bodily injury from electrical shock or mechanical hazard; and may be exposed to toxic or caustic chemicals.

Experience:

  • Four years of experience in Emergency Management required.
  • Two years of experience involving planning, implementation, coordinating projects including preparation and presentation of material for public dissemination or any equivalent combination of education and experience.

Benefits for Full Time Employees:

Paid Holidays: Gilpin County provides 13 paid holidays per calendar year. An employee will be paid eight (8) hours per holiday.

Vacation: The first year of employment, (based on the anniversary of the hire date) full-time employees shall earn 3 hours of paid vacation leave bi-weekly. After that time, leave shall accrue as follows:

  • Two through five years – four (4) hours each bi-weekly pay period.
  • Six through ten years – six (6) hours each bi-weekly pay period.
  • Eleven years and more – eight (8) hours each bi-weekly pay period.

Full-Time employees are encouraged to take their earned vacation leave each year. At the end of the last pay period in December, each regular full-time employee’s accrued vacation leave hours will be reduced to 208 hours and will be carried overed into the next calendar year.

Sick Leave: Full-Time employees shall accrue four (4) hours of sick leave each bi-weekly pay period. The maximum sick leave that may be accumulated by such an employee is 600 hours.

Personal Leave: Full time employees will receive 30 hours of personal leave per year. Personal time cannot be rolled over to the following year and will not be paid out. Personal time will be added to employees balance the first pay period of the new year. Employees hired throughout the year will receive personal time on a pro-rated basis, based on the quarter year that they are hired. Q1 30 hours, Q2 22.5 hours, Q3 15 hours, Q4 7.5 hours.

Medical Plans: Gilpin County offers two medical plans with Kaiser and United Health Care. Gilpin County offers a Health Reimbursement Account (HRA) for all employees to cover co-pays, deductibles, and other medical expenses. This HRA card will have $3,000.00 on it for an individual or $6,000.00 for a family. Both plans have a max out of pocket for $1,000 individual or $2,000 per family after the use of the HRA card.

Dental Plan: Gilpin County offers dental coverage through Delta Dental. Individual deductible at $50 and family deductible at $150. In network and at a PPO provider coverage for preventative and diagnostic services are covered 100%, basic services covered at 80%, major services at 50%, and ortho covered at 50% with a $2,000 max. The plan offers a “Right Start 4 Kids” plan that covers children up to their 13th birthday at 100% with no deductible. Annual max out of pocket for this plan is $2,000.

Vision Plan: Gilpin County offers vision coverage through VSP. In network coverage includes copays at $10, $175 per pair of either one prescription eyeglasses or contacts yearly and discounts on Lasik.

Retirement: Gilpin County offers a mandatory 401(A) plan as well as optional 457b or 457 Roth plans. You are immediately 100% vested day 1 into your retirement accounts. The mandatory 401a plan requires that you contribute 5% and Gilpin County will match 5% into your retirement account. The optional 457b plans may be started, stopped, and changed anytime during your employment

Life Insurance: Gilpin County provides at no cost to you a $50,000 life insurance policy for yourself. Supplemental employee coverage in increments of $10,000 with a max of $500,000. Supplemental spouse coverage in increments of $5,000 with a max of $150,000. Supplement child(ren) policy with a benefit amount of $20,000 per child. Guarantee issue amounts of $150,000 for employee, $30,000 for spouse without having to complete evidence of insurability valid during new hire enrollment.

Short-Term Disability: Short-term disability pays 60% of your earnings with a max of $1,000 per week for up to 11 weeks. Benefits begin on day 15 and your first two weeks you will have to cover with sick or vacation time.

Long-Term Disability: Long-term disability kicks in after 90 consecutive calendar days of a qualified disability. The plan will pay 60% of your earnings with a max of $5,000 monthly.

Long Term Care: In the event that you are injured and need to be treated at a care facility, Gilpin County provides coverage at no cost to you. The plan provides up to $2,000 per month, and up to 3 years in a facility. If you would like to add supplements coverage for a greater amount per month or a longer term, supplemental coverage is available for you to purchase.
