Job Summary:
The Site Manager will:
- Lead a team to provide property management at assigned Girl Scouts of Northern California camp sites, program centers, and offices that are used by staff, youth members, volunteers and other community constituents. They plan, direct and conduct maintenance services, and will recruit, train and supervise property employees and volunteers.
- Plan, coordinate and uphold safety and security measures to ensure the safety of the site users. Hire and monitor contracted construction vendors and/or manage improvement projects.
- Work with program staff to address property improvements and maintenance concerns and ensure that camp guests are treated with consideration.
- Responsible for maintaining a clean and safe camp site for all members, volunteers and employees to enjoy.
Work Schedule and Office Expectations:
The job requires 24-hour on-site camp residency to be available for security, emergency and groups needs. The Council provides on-site housing (as needed).
Critical skills required to be successful in this role, include, but are not limited to:

- Project management, reporting and analyzing data for purposes of taking appropriate action
- Confidence in operating in cloud-based software platforms such as: Office 365 or GoogleSuite, and, Salesforce or other Customer Relationship Management
Job Accountabilities:
1.General operations and maintenance
- Ensure camp sites and facilities are maintained, clean and attractive.
- Purchase maintenance and cleaning supplies.
- Supervise or conduct the disposal of garbage and waste materials.
- Keep plant, program, fire, and maintenance equipment, tools, and vehicles operational and in good repair. Maintain an accurate inventory.
- Ensure that the trails, buildings, fences, gates, roads, plumbing, heating and air conditioning, and utility systems (including electrical, septic or sewer systems, telephone, and water system) are in good repair.
- Implement ways to conserve energy and use alternative energy, where possible.
- Implement a preventive maintenance plan and schedule.
2.Site and facility use and safety
- Develop and maintain an effective, positive working relationship with participants, parents, staff, volunteers, adjoining landowners, community members, inspectors, and local vendors. Represent the organization in a positive manner. Serve on internal or external committees.
- Ensure participant areas are prepared in advance and cleaned up after use - which may include program areas, kitchen, living areas. Respond to requests from participants.
- Maintain and communicate health, safety, and security practices to all employees and users.
- Open, secure and close all facilities according to procedures.
- Ensure property staff, program staff or volunteers monitor the arrival and departure of people on the property.
- Minimize trespassing and vandalism and maximize safety by enforcing regulations and taking a proactive approach based on education, patrols, outreach, and training.
- Act decisively and professionally in responding to, evaluating, and handling problems.
- Respond to emergencies during and after hours, including inclement weather, fire, theft, and vandalism.
3.Supervision
- Hire and supervise staff, recruit and train volunteers, set goals, evaluate performance, provide feedback and recommend corrective or disciplinary action if required.
- Select and supervise vendors and contractors.
- Plan, prepare materials for, and manage volunteer work groups.
3.Regulatory
- Ensure compliance with related state and local laws, codes and standards.
- Perform regulatory activities, such as water sample collecting for testing.
- Arrange for external inspections including fire inspections, electrical evaluations, and health department inspections.
- Keep accurate records of work performed by staff, volunteers, vendors, and contractors. Also maintain manuals, warranty information, and inspection reports.
- Follow the Council’s financial procedures to report expenses on a timely basis and maintain receipts, records.
- Keep accurate records including timesheets, inventories, vehicle information, receipts, etc.
4. Natural resources
- Educate site users about site specific environment, including particularly vulnerable areas, notable naturally occurring hazards, etc. to protect the watershed or wellhead, and enact erosion control measures.
- Implement conservation principles including controlling noxious and nonnative weeds and plants.
- Work with local arborists or foresters to develop year-round plans to support the health of the trees/forests. Implement forest management plans.
- Oversee wildlife habitat enhancement projects.
5.Plan for capital improvements/upgrades and budget(s) for assigned sites.
- Plan and budget for capital projects including facility improvements or upgrades.
- Annually develop an operating budget based on the Property Department goals.
- Identify projects in support of camp site or facility needs for fund development to secure funds. Assist with donor engagement.
- Develop and implement long-term site and facility goals as part of the larger organization’s goals.
6.Plan, schedule and conduct daily, weekly, and monthly maintenance activities
- Regularly inspect site and facilities.
- Update and implement a risk management plan regarding site and facility aspects.
- Perform ongoing facilities/grounds upkeep and maintenance services such as painting, minor carpentry, and repair of structures and equipment, including archery ranges, tent platforms, corrals etc.
7.Collaborate on council-wide goals
- Participate with other camp site maintenance activities and assist to support other Council properties as needed.
- Attend and participate in staff events or meetings as needed.
- Other duties as assigned.

Essential Qualifications:
- High school diploma or equivalent, college degree is preferred. Must have training in building trades.
- 5 years work experience in the site and facilities management field.
- 2 years or more experience in supervision of staff and/or volunteer management.
- Be able to work independently, able to make critical decisions without direct supervision.
- Effective communication skills and ability to explain procedures and direct others.
- Knowledge of computer programs necessary for the development and delivery of reports as requested or required.
- Planning, organizing, and scheduling skills and able to meet deadlines.
- Project management skills and ability to resolve complex problems and issues.
- Prior budget management experience to be able to develop, implement and manage site budgets as required.
- Ability to lift a minimum of 50 pounds without assistance, which may include lifting tables, chairs, equipment, supplies, or other materials.
- Valid Drivers’ License and driving record acceptable to the GSNorCal liability insurance driving requirements.
- Ability to traverse properties and walk rough terrain or work in high altitudes.
- Stamina to work outdoors in various weather conditions.
- Knowledge of safety procedures.
- Extensive experience in several of the trades—carpentry, construction (general), heating and air conditioning, painting (interior and exterior), fencing, plumbing, electrical and mechanical systems—to maintain buildings and grounds, utilities, vehicles, and water supply systems.

- First Aid
- Water Treatment Operator (if assigned sites require)
- Pool Operator (if assigned sites require)
- Experience operating a tractor with grading blade.
- Ability to use and repair hand and power tools.
- Experience working with vendors, suppliers, and service providers.
- Knowledge of site and facility standards, codes, and regulations.
- Provide risk management oversight at the site. Enforce OSHA safety regulations and ACA standards.

Desired Qualifications:
- Experience in environmentally sustainable technologies.
- Demonstrated interest in or knowledge of local flora and fauna.
- Experience with word processing, spreadsheets, and databases.
- Knowledge of the maintenance required for some of the program or recreational facilities or equipment.
