Assistant Chief Financial Officer

THE MISSION

The Assistant Chief Financial Officer is expected to:

  • Assist with planning, directing, and managing the overall activities of the financial, accounting, budgeting, information technology and purchasing functions of GLEAMNS.
  • Assist with ensuring compliance with GAAP, state and federal mandates, and grant requirements.
  • Assist with overseeing audit functions.
  • Work with other department heads to monitor program budgets and requirements.

A SNAPSHOT OF EXCITING THINGS YOU WILL DO:

  • Oversee financial, project/program and grants accounting for federal and state grants to ensure that expenditures are consistently aligned with grant and program budgets throughout the grant/fund period.
  • Monitor budgets as required for all programs. Reports findings to Program Directors and Chief Financial Officer.
  • Prepare modifications to program budget with Program Directors as necessary.
  • Monitor agency inventory for assets and depreciation.
  • Check account codes and approve purchase requisitions against availability of funds.
  • Assist with the coordination of all audit activities. Includes preparation of work papers and reconciliations as requested by external auditors.
  • Assist with the annual budgeting and planning process; assist with the administration and review of all financial plans.
  • Assist as needed with Head Start/Early Head Start budget, reporting requirements, etc.
  • Supervise payroll preparation process and resolve any payroll issues.
  • Reviews the agency’s general ledger accounts monthly for all programs
  • Supervises the preparation of timely and accurate financial reports for management and for the purposes of requisitioning funds from grant sources.
  • Reviews and approves transactions generated by the finance staff.
  • Reviews all bank reconciliations
  • Works closely with the Chief Financial Officer and assists with supervising all finance and accounting personnel.
  • Performs related duties as applicable.
  • Assist in the training and guidance of staff.
  • Assists with the preparation of financial statements and develop reports for the Chief Financial Officer and funding sources.
  • Monitor daily cash flow and make requests as needed from funding sources. Advise the Chief Financial Officer and Program Directors of funding status.
  • Record cash receipts and approve travel vouchers.
  • Release vouchers for CSBG/LIHEAP payment processing through the DBA software system.
  • Responsible for promoting efficient delivery of services and overseeing Departments in assistance to and in the absence of the CFO.
  • Performs other duties as required and determined by the Chief Executive Officer.

WHAT YOU WILL BRING TO THE TABLE:

  • Bachelor’s degree in finance or accounting required with 3-5 years working experience in accounting, budget preparation and fixed assets required.
  • Master's degree in Accounting or Finance, and/or a Certified Public Accountant designation is preferred.
  • Minimum five years’ experience in financial or accounting management required.
  • Excellent management and supervisory skills.
  • Excellent analytical and organizational skills.
  • Proficient in database and accounting computer application systems.
  • Excellent written and verbal communication skills.

 

WORKING ENVIRONMENT

  • Office environment
  • Travel, in and out of state, may be required.
  • Training and continuing professional development, as required.

 

SCOPE OF WORK AND ACCOUNABILITY

For the overall effectiveness of assigned functional areas to meet commitments and their compliance with local, federal, and state regulations and funding requirements.

Dimensions: Oversees and processes over $30,000,000 in grant funding.  Dimensions are subject to ongoing changes.

Supervisory Responsibilities: Assists the CFO with supervisory roles. Direct supervision of the Payroll Clerk and the Accounting Specialist.
