Glendale Community College seeks a leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Associate Dean, Research and Institutional Effectiveness position. GCC seeks a true collaborator who will prioritize our students in decision-making and setting strategy for the College’s instructional operations that support teaching and learning. Definition

Under executive direction, plans, manages, and implements operations and activities related to research and institutional effectiveness; oversees district accreditation and program review processes; directs and oversees institutional research supporting strategic planning processes, development and measurement of performance outcomes, institutional and academic planning, and other indicators of institutional effectiveness; assists with the design, coordination and implementation of the College’s Strategic and Enrollment Management plans; oversees the planning, development, implementation, coordination, and evaluation of the College's Student Success Plan; optimizes collegewide data collection mechanisms; leads data access and literacy at the Districtoversees the development and maintenance of informational databases; and performs other related duties as assigned.

Supervision

Works under the direct supervision of thVice PresidentInstructional Services.

Supervises lower-level managers, faculty, classified staff, temporary employees, and/or student employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties and responsibilities are typical of those performed by incumbents in this classification.  

  • Plans, manages, and implements assigned operations, programs, and activities related to district accreditation, program review, institutional research, planning and effectiveness.

  • Oversees the District's accreditation and program review processes including curricular program review, management evaluation protocols, and usage to increase effectiveness; provides leadership for the College's accreditation self-study and may serve as the accreditation liaison officer.

  • Directs and oversees institutional research supporting strategic planning processes, development and measurement of performance outcomes, institutional and academic planning, and other indicators of institutional effectiveness.

  • Assists with the design, coordination and implementation of the College’s Strategic plan, which provides strategic direction to other College plans including the Facilities Master Plan, Enrollment Management Plan, and Technology Master Plan as well as to the annual allocation adjustments of fiscal and human resources.

  • Oversees the planning, development, implementation, coordination, and evaluation of the College's Student Success Plan; works collaboratively with student services administrators, faculty, and staff to integrate student services with instructional services, to support student success as outlined in the Student Success Plan.

  • Optimizes collegewide data collection mechanisms to be responsive to information needs while ensuring responsibility and alignment with best practices for protecting data privacy; leads data access and literacy at the District by creating relevant frameworks and reports.

  • Oversees the development and maintenance of up-to-date informational databases to support demographic, enrollment, strategic planning, special programs, and institutional performance research, processes, and decisions.

  • Develops standards and procedures for the collection and analysis of data, presents results, and formulates recommendations for continual improvement in support of the District's mission and vision.

  • Compiles data and prepares reports required by state and federal agencies for data tracking, fiscal, and apportionment purposes. 

  • Develops, updates, and monitors data tracking tools used by faculty, staff, and administration for enrollment management and budget tracking purposes

  • Assists in the development of and provides results of institutional benchmarks of effectiveness to the college.

  • Sets the institutional research agenda to support the college's planning, implementation, and review of both major goals and operational agendas; maintains an annual calendar of institutional planning activities and milestones.

  • Creates and delivers reports and presentations to inform internal and external audiences of accreditation and program review processes and results and other matters of institutional effectiveness.

  • Manages the tracking and reporting of program assessments and student education plans.

  • Handles and resolves conflicts and issues and reports complaints as appropriate.

  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.

  • Oversees the development, implementation, and establishment of program policies, processes, and procedures; monitors and evaluates operational and program success and quality; recommends, develops, and implements quality improvement program assessment tools and/or methods with administration and/or regulatory agencies.

  • Directs and/or conducts surveys and special studies; maintains program statistics.

  • Oversees the development and implementation of short- and long-term strategies and plans.

  • Develops, recommends, monitors, and/or administers budgets for assigned areas which may include grant and special program budgets; oversees and administers budget allocations and procurements for all assigned funds as appropriateanalyzes and reviews budgetary and financial data.

  • Coordinates and supervises the implementation and modification of technology.

  • Supervises department employees; assigns and monitors employee’s work and evaluates employee performance; trains employees; participates in employee selection.

  • Monitors and reviews programs and/or operations for legal compliance.

  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.

  • May participate and/or chair campus committees and task forces.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

The education, training, and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education and Experience:

Master’s degree from an accredited college or university.

Seven (7) years of higher education experience, including two (2) years managing institutional research and planning programs.

  • Principles and practices of budget administration.

  • Methods of prioritizing, planning, and organizing work.

  • Principles of and tools related to data research, collection, organization, interpretation, and reporting.

  • General accounting and/or bookkeeping principles.

  • Principles and practices of business communication and writing.

  • Principles of knowledge management.

  • Presentation techniques.

  • Standard office practices or procedures.

  • Standard office software and modern office equipment.

  • Principles and practices of customer service.

Ability to

  • Plan, organize, direct, administer and evaluate operations and activities related to institutional research, planning and effectiveness.

  • Design studies to meet research needs, including developing surveys and conducting focus groups to facilitate the collection of data.

  • Apply advanced statistical and other concepts to interpret data, research findings and draw conclusions.

  • Use statistical and data visualization software to analyze and depict data.

  • Oversee the development of policies and procedures in applicable area(s).

  • Develop and implement goals with identifiable outcomes and assist with development of strategic plans, as needed.

  • Identify and implement appropriate technology and resources.

  • Research, develop, apply, explain, and/or ensure the compliance of applicable laws, regulations, policies and/or procedures.

  • Identify needs, analyze problems, and provide recommendations and/or alternative solutions.

  • Manage and prioritize work, projects and/or programs within established deadlines

  • Prepare, manage, monitor, oversee, and/or administer budgets.

  • Supervise, train, and evaluate the work of assigned employees.

  • Stay abreast of information, trends, and theories applicable to areas of assignment.

  • Analyze data and compile and present narrative and statistical reports.

  • Prepare and review reports, correspondence, and other documents using multiple business formats.

  • Manage the maintenance of records.

  • Prepare and deliver presentations.

  • Utilize standard office software and equipment.

  • Maintain confidentiality of sensitive and/or protected information.

  • Provide customer service with a high level of sensitivity, tact and patience.

  • Communicate effectively, both orally and in writing.

  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.

PHYSICAL AND MENTAL STANDARDS:

The following physical and mental standards are identified as necessary to perform the essential duties and responsibilities.  However, reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions of the position.

  • Mobility: frequent walking and sitting for long periods; occasional kneeling, crouching, pushing, pulling, and standing; frequent reaching above and below desk level.

  • Dexterity: frequent fine manipulation sufficient to operate a computer keyboard; frequent grasping to handle individual papers, write and take notes, and feel individual objects.

  • Lifting/Carrying: frequent lifting/carrying of papers, files, equipment, and materials weighing up to 10 pounds; occasional lifting up to 25 pounds.

  • Visual Requirements: frequent use of vision sufficient to read files, documents, and computer screens, and do close-up work.

  • Hearing/Talking: frequent hearing and speaking in person and on the telephone.

  • Emotional/Psychological Factors: frequent contact with others, including public contact; frequent deadlines and time-limited assignments.

ENVIRONMENTAL CONDITIONS:

Work is typically performed in an indoor office or similar environment.

Salary 

Starting salary: Step 1 $9,715 to Step 6 $12,397 per month, based on training and experience. 

Salary range: Step 1 $10,721 to Step 11  $16,270 per month (including longevity steps).
