Definition

Under direction, performs technical information systems analytical and programming duties, including analysis, development, coding, testing, and documentation of computer applications; researches and evaluates current business functions with new and existing information systems, including Enterprise Resource Planning (ERP) systems; develops design specifications for data structures, queries, reports, workflows, interfaces, and processes; designs and builds database structures; tests systems, upgrades, and patches and creates test data; troubleshoots information system problems; participates in developing and implementing user software related to ERPs systems and third-party applications; provides technical support and problem resolution to end users; and performs other related duties as assigned.  

Supervision

Works under the direct supervision of the department manager.

Does not directly or indirectly supervise other employees but may provide work direction to lower-level employees, temporary employees, and/or student workers.  

Work Schedule
40 hours per week, 12 months per year
Monday-Friday 8:00am-4:30pm

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties and responsibilities are typical of those performed in this classification.

  • Performs technical information systems analytical and programming duties; including analysis, development, coding, testing, and documentation of computer applications
  • Researches and evaluates current business functions with new and existing information systems, including ERP systems.
  • Develops design specifications for data structures, queries, reports, workflows, interfaces, and processes

  • Designs and builds database structures, including tables and relationships between fields based on design specifications to ensure data integrity; develops and programs data-sharing interfaces between applications to maintain data integrity across systems; creates, maintains, and schedules processesprocedures, and triggers to update and manipulate data

  • Tests systems, upgrades, and patches and creates test data; works with end-users to develop and implement test plans and scriptsreviews the results and makes appropriate revisions to eliminate errors and/or enhance system performance.

  • Analyzes and troubleshoots information system and application problems; may recommend and assist in the implementation of user solutions for software applications. 

  • Writes and maintains technical documentation detailing system workflows, data structures, interfaces, processes, procedures, forms, and reports; designs and builds forms, reports, views, and graphical user interfaces (GUIs) based on business needs and reporting requirements. 

  • Maintains programs by reviewing audit logs, confirming regularly scheduled operations, and troubleshooting and correcting code as necessary.  

  • Provides technical support and training to information technology support staff and end-users, resolving problems and advising on system and application operations and functionality.

  • Compiles, creates, prepares, and submits periodic reports for users and management; extracts data from ERPs and other application

  • Participates in developing and implementing user software related to ERP systems and third-party applications. 

  • Assists in ensuring data security.

  • May provide work direction to lower-level employees, temporary employees, and/or student workers.  

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

The education, training, and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties. 

Education and Experience

Bachelor's degree from an accredited college or university.

Three (3) years of applications programming and analysis experience. 

Licenses/Certifications/Other Requirements

None. 

Knowledge of:

  • Principles and methods of planning, analyzing, designing, functioning, and structuring information systems, relational databases, and applications, including systems integration and business process and relationship analysis tools.

  • Characteristics, use, capabilities, and limitations of information systems and related equipment and hardware.

  • Functions, capabilities, characteristics, limitations, and use of common operating systems (e.g., Windows, Linux, UNIX, IOS, etc.),ERP applications, and office software.

  • Principles and concepts of structural and object-oriented programming, including tools, design, and analysis; programming theory, methods, and applicable languages (e.g., JavaScript, HTML, HTML5, XML, ASPX, COBOL, PeopleCode, PL/SQL).

  • Technical and functional specifications and their application in structured programming.

  • The use of document management and storing systems. 

  • Industry best practices regarding program development techniques, procedures, tools, documentation requirements, and evolving information system technologies

  • Program troubleshooting and analysis techniques, including debugging and testing, and data variation implications.

  • Procedures for acceptance testing and validation of programs.

  • Laws, regulations, standards, and/or requirements applicable to areas of assignment.

  • Methods of prioritizing, planning, and organizing work.

  • Standard office practices or procedures.

  • Correct use of the English language, including spelling, punctuation, and grammar.

  • Principles and practices of customer service. 

Ability to:

  • Develop and apply information systems solutions in various operations.

  • Analyze user-provided information to discern business problems and needs and translate them into programming solutions.

  • Analyze technical problems and data to troubleshoot and debug code and system problems. 

  • Use information systems and related equipment and hardware.

  • Apply program development techniques, procedures, tools, and documentation requirements.

  • Use evolving computer languages, data security requirements, and troubleshooting and analysis techniques. 

  • Identify and understand the implications of anomalies in datasets.

  • Follow coding standards while developing programs for ERPs and other applications.

  • Create complex forms, reports, interfaces, views, packages, triggers, and stored procedures for ERPs and other applications.

  • Reason logically to foresee problems and develop and evaluate alternative solutions.

  • Provide technical assistance and training to end-users and information technology support staff. 

  • Research, apply, and explain the laws, regulations, policies and/or procedures applicable to the area of assignment. 

  • Operate a variety of office equipment including computers and printers/copiers.

  • Maintain confidentiality of sensitive and/or protected information.

  • Prepare reports, correspondence, and other documents using multiple business formats.

  • Prioritize work and complete assignments accurately and within established deadlines.

  • Provide and obtain detailed information to/from others. 

  • Provide customer service with a high level of sensitivity, tact and patience.

  • Exercise reasonable judgment in performing job duties. 

  • Work and perform duties independently. 

  • Perform and prioritize multiple tasks. 

  • Communicate effectively, both orally and in writing.

  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.

PHYSICAL AND MENTAL STANDARDS

The following physical and mental standards are identified as necessary to perform the essential duties and responsibilities.  However, reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions of the position. 

  • Mobility: frequent sitting for long periods; occasional kneeling, crouching, pushing, pulling, walking, and standing; occasional reaching above and below desk level.

  • Dexterity: frequent fine manipulation sufficient to operate a computer keyboard; frequent grasping to handle individual papers, write and take notes; and feel individual objects. 

  • Lifting: frequent lifting of papers, files, equipment, and materials weighing up to 10 pounds; occasional lifting up to 25 pounds. 

  • Visual Requirements: frequent use of vision sufficient to read files, documents, and computer screens and do close-up work. 

  • Hearing/Talking: frequent hearing and speaking in person and on the telephone. 

  • Emotional/Psychological Factors: frequent contact with others, including extensive public contact; frequent deadlines and time-limited assignments.

ENVIRONMENTAL CONDITIONS

  • Work is primarily performed in a standard office or other indoor environment.

  • May be required to respond to emergencies pertaining to information technology. 

The Programmer Analyst salary range is currently R 44.

Starting salary: Step 1 $6939.98 to Step 3 $7651.36  per month, based on training and experience. 

Salary range: Step 1- $6939.98   to Step 10- $10971.24 per month (including longevity steps.)
