Responsibilities
- Participates in requirements definition, development, documentation, testing, and deployment activities;
- Provides expert-level development, programming and troubleshooting services. This includes designing, coding, and testing software modifications in coordination with other functional area team members (i.e. requirements analysts, database developers, and testers) using various technologies (Java, JavaScript, Java Server Pages (JSP), and HTML/XML on an Oracle relational database and Oracle WebLogic server);
- Documents software designs, which may include design diagrams, data flow diagrams, and software module descriptions;
- Develops or directs software system testing or validation procedures. Identifies problems uncovered by testing or customer feedback and corrects problems or refers problems to appropriate personnel for correction;
- Works with legacy systems and ports them over to newer technologies;
- Applies business/data manipulation principles and methods to technical problems to arrive at automated solutions;
- Consults with managerial, functional, and technical personnel to define program requirements;
- Provides technical research in support of future requirements, STIGs, and production support issues;
- Possesses high-level oral and written communications skills; effectively communicates with all levels of client management, contractor managers and client agency representatives;
- Documentation skills are required. Writes documentation of program development and subsequent revisions, inserting comments in the coded instructions so others can understand the program. Writes or contributes to instructions or manuals;
- Works independently under specified objectives; works according to approved statements of requirements and detailed specifications; resolves problems and deviations according to established practices; applies judgment in selecting among authorized procedures and seeks assistance when guidelines are inadequate, significant deviations are proposed, or when unanticipated problems arise;
- Other duties as assigned.
- Bachelor's degree in Management Information Systems, Information Technology, Computer Science, Mathematics, Statistics, Business, Engineering, or Physical Science is required;
- Ten (10) years of industry accepted experience in software, systems/network architecture, project management or cloud infrastructure is required;
- DoD-issued Secret Security Clearance is required at start;
- IAT II (CCNA Security or CSA or GICSP or GSEC or Security ce or SSCP) certification is required at start;
- Advanced level Operating System (OS) certificate in Windows is required;
- Must be proficient in Java, JavaScript, JSP, HTML, and XML;
- Solid knowledge of current releases of Oracle database and WebLogic server is required;
- Proven background working in software integration is required;
- Familiarity with Agile and Scrum methodologies, including team management is required;
- Experience with product development lifecycle and track management principles is required;
- Experience with data layer optimization and transformation is required;
- Familiarity with JIRA for requirements tracking and use case development is required;
- Experience with AWS for CI/CD and cloud infrastructure is required;
- Experience with DevOps / DevSecOps is required;
- Experience with relational databases (preferably Oracle);
- Certified Enterprise Architect (CEA) certification is preferred;
- Familiarity with Serena for requirements management is preferred.
