Objectives:
The Department s Division of Accounting and Auditing (Division) requires staff augmentation services. This RFQ is for the acquisition of one (1) or more ERP Team Lead(s) (Candidate(s)) with a specialization and expertise in PeopleSoft and Enterprise Resource Planning (ERP). The Candidate(s) will assist the Division as it performs business process remediation activities in preparation for the implementation of the Florida Planning, Accounting, and Ledger Management (Florida PALM) Project (Project), as described in the SOW.
Responsibilities
ERP Team Lead. All tasks to be performed by the Resource(s) will be directed and communicated by the Department s Contract Manager or delegate. The Resource(s) shall perform the following tasks throughout the term of the PO:
i. Work with all Project stakeholders, including but not limited to, the Project Director, Deputy Project Director, Project Architects, and Project team members, as requested..
ii. Work with the SSI Vendor and other state policy groups to solve complex issues and identify improvement opportunities.
iii. Take day-to-day direction from the Department s Contract Manager and delegate and work with Project team members to support all activities related to the Florida PALM Project implementation efforts and Production Support activities.
iv. Use and share lessons learned and best practices associated with PeopleSoft ERP implementations that may promote efficiency and help to identify and mitigate potential risks.
v. Serve as a PeopleSoft ERP subject matter expert, providing Solution recommendations and helping to resolve complex challenges.
vi. Assist the State with its responsibilities as described by Resource type below.
2) Asset Management PeopleSoft ERP Resource
a) Supporting the State Project team with key activities as requested.
b) Assisting with the implementation of the asset module to ensure accurate asset data is recorded and accurate depreciation is generated and reported, including integration with other PeopleSoft modules (e.g., accounts payable and the general ledger).
c) Assisting with data mapping and other activities to assist agencies transition from the legacy financial reporting solution to Florida PALM.
d) Developing complex PeopleSoft queries to support business needs.
e) Assisting support integration with other business and enterprise systems.
f) Assisting with testing activities.
g) Assisting the Department with other responsibilities as requested.
3) Complete knowledge transfer and training activities to the identified parties, as directed by the Department s Contract Manager or delegate.
4) Provide overall Project support, which includes:
a) Providing updates to Project status reporting;
b) Coordinating with the Project Directors and Architects to develop and update templates for Project use;
c) Facilitating meetings, promoting teamwork, and providing training as requested;
d) Tracking, mitigating, and escalating risks and issues;
e) Maintaining tools for the Project team s use;
f) Researching, collecting, evaluating, and refining the data and tools necessary to meet Project goals.
5) Perform other duties as assigned by the Department s Contract Manager, and/or their delegate.
6) Complete transition services, including facilitating lessons-learned meetings; creating a lessons-learned document related to ERP support services; and providing all the documents, software, software licenses, and other Project artifacts to the Project team as it relates to the work performed under the PO.
7) Conduct work (and ensure that any tools, templates, or applications are developed) in accordance with the OIT standards and specifications available at: Service Delivery Framework (SDF)
Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements.
a. Minimum Experience.
i. Minimum of 13-15 years of IT experience, Five (5) years of experience in process engineering and Two (2) years experience in project management
ii. Strong communication (verbal and written) skills and experience communicating with multiple levels (e.g., Director, team member)
iii. Experience in the use of Microsoft Office suite, SharePoint, and Visio.
iv. Experience implementing PeopleSoft. Min 2 implementations required
o Asset Management PeopleSoft ERP Resource must have experience solving complex challenges within the PeopleSoft Asset Management modules.
v. Experience with data cleansing.
vi. Experience remediating business processes due to process or technology changes.
vii. Experience updating business process documentation (e.g., manuals, desk procedures).
Preferred Experience.
i. Minimum of Ten (10) years of experience performing activities directly related to PeopleSoft ERP solutions.
ii. Experience working with the State or with other state governments similar in size in terms of annual budget and full-time equivalent (FTE) employee count.
iii. Bachelor s or Master s Degree in Computer Science, Information Systems, Information Technologies, Business Administration, Accounting, or other related field.
iv. Experience with data mapping and conversion.
Required Training.
The Resource(s) provided by the Contractor must successfully complete the Department s Security Awareness Training, Ethics Training and Florida PALM Project Florida PALM Orientation, within thirty (30) days of the ERP Resource s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).

2. A description of the Candidate s experience with ERP solutions/systems;
3. A list of the Candidate s applicable certifications (i.e., number, effective date, expiration date);
4. Include a detailed and accurate resume of the proposed Candidate s experience and qualifications;
5. Include three (3) references for the Candidate that are from clients for whom the Candidate completed projects similar to the services requested in this RFQ, and the SOW;
6. A detailed explanation of why the Candidate is the best match for the position and the Project;
7. An explanation of what qualifies the Candidate to provide the services described in Section 5, Contractor Responsibilities, of the SOW;
8. A description of the Candidate s experience in executing knowledge transfer, including approach, execution, and confirmation of completion;
9. Available start date and length of availability;
10. A statement of the number of hours the Candidate will be available per regular work week;
11. Confirmation that the Candidate will be available to perform services during the normal business hours of 8:00 AM to 5:00 PM ET, Monday through Friday (flexible schedules and remote work locations must be approved by the Department s Project Director);
12. One (1) of the following statements:
The Candidate will be or anticipates being otherwise employed during the term of the PO.
or
The Candidate does not anticipate being otherwise employed during the term of the PO.
13. The STC s Exhibit E, Resume Self-Certification Form, completed by the Candidate;
14. Completed Attachment 6, Skills Matrix. The Skills Matrix must:
a. Be completed based upon the Candidate s skills as they relate to his or her qualifications to perform the services requested in this RFQ; and
b. Be completed in its entirety.
Note: The Department will not consider a Response if the Candidate does not meet all of the required (minimum) skills or if the Attachment 6, Skills Matrix is not completed in its entirety.
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
