This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

The Department is seeking proposed Candidates with experience relating to implementing/testing People Soft Financials (Financials) and Human Capital Management (HCM), Oracle Analytics Cloud (OAC) and Oracle Business Intelligence Applications (OBIA) to assist in the support of Project relating to quality analysis activities. Proposed Candidates must include at least one (1) or a combination of the following experience and/or skills:
1. Candidate with experience implementing and testing data warehouse and business intelligence solutions and OAC; 2. Candidate with experience implementing and testing Financials; and 3. Candidate with experience implementing and testing HCM.
Proposed Candidates must have experience in one or more of the areas listed above to be considered.
Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements. a. Minimum Experience.
Experience implementing and/or testing in one or more of the following:
o Financials
o HCM
o OAC and OBIA
Experience performing QA activities directly related to validating ERP implementation.
Experience performing QA testing and reporting.
Experience with automated testing tools such as PeopleSoft Test Framework (PTF), TestGrid, Tosca.
Experience analyzing systems requirements to identify QA needs.
Experience developing unit test cases and test plans as well as requirements tracking and reporting results.
Strong communication (verbal and written) skills and experience communicating with multiple levels, from leadership (e.g., CIO), to technical and functional staff.
Experience in the use of Microsoft Office suite, SharePoint, and Visio.
Experience using Smartsheet or other similar collaboration tools.
Preferred Experience.
Minimum of five (5) years experience performing activities directly related to QA Experience working with the State or with other large government entity.
Bachelor s degree in Computer Science, Information Systems, Information Technologies, Business Management, Accounting, or related field.
Experience QA Testing Financials, HCM, and OAC.
Knowledge of PeopleTools 8.59 and fluid page development.
Working with functional and technical resources to identify testing scenarios, including expected results.
Experience developing QA plans.
Each QA Resource should at a minimum be proficient in one or more QA area (Ex: HCM, Financials, DW/OBIA)
Required Training.
The Resource(s) provided by the Contractor must successfully complete the Department s Security Awareness Training, Ethics Training and Florida PALM Project Florida PALM Orientation, within thirty (30) days of the ERP Resource s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).
Candidate Information. This must include the following information for each candidate:
1. The full, legal name of the Candidate;
2. A description of the Candidate s experience with enterprise resource planning solutions/systems, specifically related to Quality Assurance;
3. A list of applicable certifications (i.e., number, effective date, expiration date);
4. The Candidate s available start date and length of availability to perform the services described in this RFQ, and the SOW;
5. Identify the applicable Scope Variant (A. Entry, B. Intermediate, or C. Advanced) for which, the Candidate should be considered;
6. A detailed explanation of why the Candidate is the best match for the position and the Project;
7. An explanation of what qualifies the Candidate to provide the services described in Section 5, Contractor Responsibilities, of the SOW;
8. A statement of the number of hours the Candidate will be available per regular work week to perform the services described in this RFQ and the SOW:
9. Confirmation that the Candidate will be available to perform services at: 1650 Summit Lake Drive, Suite 200, Tallahassee, FL 32317, during the normal business hours of 8:00 AM to 5:00 PM ET, Monday through Friday (flexible schedules and remote work locations may be considered, but must be approved by the Department s Project Director);
10. One of the following statements:
a. The Candidate will be or anticipates being otherwise employed during the term of the PO.
OR
b. The Candidate does not anticipate being otherwise employed during the term of the PO.
11. The STC s Exhibit E, Resume Acknowledgement Form, completed by the Candidate; and
12. A description of the Candidate s experience in executing knowledge transfer, including approach, execution, and confirmation of completion.
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
