The mission of US EPA is to protect human health and the environment. The Office of Enforcement and Compliance Assurance (OECA) has a position available as part of the Compliance Policy Staff (CPS) in the Monitoring Assistance and Media Programs Division (MAMPD) for a program analyst. MAMPD integrates the use of compliance monitoring and compliance assistance to promote and improve compliance with federal environmental statutes. The position in CPS will help support cross-cutting activities associated with EPA’s national civil inspector, compliance monitoring, and compliance assistance programs.

CPS is responsible for developing and overseeing national inspector guidance, policies, training, and credentialing. CPS is a leader in developing electronic learning for EPA, state, tribal and contractor inspectors, and compliance monitoring policy. CPS, in coordination with program experts, develops, operates, and maintains an electronic learning system called FedTalent; provides responsive user support and training to EPA, state, and tribal environmental agencies, and public users; analyzes data and supports grantees to manage compliance assistance centers through complianceassistance.net.

Duties

We are seeking collaborative, organized individuals with an ability to work both independently and as a team to support EPA priorities and programs. The job may require :

  • Developing and facilitating new training and policy content;
  • Implementing new e-learning and classroom training initiatives;
  • Analyzing data;
  • Advocating for new policies and tools;
  • Developing electronic content in conjunction with technical staff.

Duties may also include policy work focused on inspection-related activities and compliance with environmental statutes such as the Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, etc. The successful applicant will join a motivated and creative team that develops customer-focused and data-driven approaches to identify solutions to key environmental and procedural problems.

  • Developing innovative ways to use new training tools and technology;
  • Developing new approaches to improve EPA’s ability to identify and address violations;
  • Collaborating with other EPA offices and federal agencies, developing reports based on data analysis;
  • Helping EPA educate the public on how to comply with environmental requirements;
  • Continuing to improve EPA’s capacity to protect human health and the environment.
  • Qualifications

  • Oral and written communication skills;
  • Familiarity with using electronic learning tools and Articulate software is a plus, but not a requirement;
  • Familiarity with US environmental laws is a plus, but not a requirement;
  • Curiosity to assist EPA and the public through information and technology use.
