Reporting to the Deputy Director for Resettlement and Integration Services (RIS), the _2025 supports Global Refuge in delivering high-quality programs and services for refugees and immigrants by developing CQI systems. The Associate Director for CQI leads all aspects of a CQI team to ensure oversight and coordination of all RIS monitoring and evaluation, network training and technical assistance, fraud prevention, grievances, grants management, and performance improvement plans (PIPs). The Associate Director for CQI will work closely with team members and the RIS leadership team to facilitate strategic changes to enhance and improve outcomes based on data and analysis while ensuring compliance. This position requires a high degree of flexibility, excellent problem-solving skills, and an in-depth knowledge of refugee resettlement, compliance, CQI, and monitoring and evaluation.

DUTIES

  • Establish and implement a CQI team to develop, monitor, and maintain high-impact continuous improvement systems.
  • Develop new policies, systems, and procedures; review and revise existing policies, procedures and protocols; and provide direct oversight of the CQI team.
  • Manage and oversee reports to funders and grant proposal submissions; review and edit monitoring reports and program reports.
  • Provide oversight of training and overall support provided to the affiliate partner network and ensure they are relevant and meet the audience/s needs.
  • Consult with relevant staff to ensure adequate resources for development, implementation, and evaluation of programs.
  • Maintain a close working relationship across Global Refuge to ensure effective communication of major unit-wide developments, trends, activities, and challenges/ opportunities.
  • Represent Global Refuge during meetings and convenings and liaise with external stakeholders.
  • Other duties as assigned

QUALIFICATIONS

  • Undergraduate degree and/or a minimum of six (6) years of experience in non-profit management, quality improvement activities, or social services programs or and equivalent combination or education and experience.
  • Five (5) years progressively responsible experience managing staff.
  • In-depth knowledge of domestic refugee resettlement issues, Department of State (PRM) and Office of Refugee Resettlement (ORR) systems, and related refugee resettlement programs, stakeholders, emerging trends, etc.
  • Experience in administering and overseeing government grants, including proposal development, contract and cooperative agreement compliance, reporting, and budget oversight.
  • Experience in developing and providing support, technical assistance, and content-related training to partner agencies, service providers, and/or internal staff.
  • Ability to evaluate data to identify trends and foresee programmatic implications.
  • Proven ability to be flexible in a fast-paced working environment.
  • Excellent oral and written communication skills and the ability to interact well with all levels of various systems, stakeholders, and staff.
  • Proficiency in Microsoft Office applications, knowledge in database management, and other computer applications.
  • Ability to manage multiple projects; separating mission critical from the non-strategic with minimal supervision.
  • Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.
  • Ability and willingness to travel 15% of time.
