What are the responsibilities and job description for the Program Officer for Preferred Communities position at Global Refuge?
Reporting to the Senior Program Officer for Preferred Communities, the Program Officer for Preferred Communities will review and analyze program policies and inquiries, monitor affiliate programs and progress in compliance with the Office of Refugee Resettlement's (ORR) and Global Refuge standards to ensure provision of timely and quality services to refugees and migrants. This work will be carried out through site visits, training and technical assistance. S/he will provide and coordinate programmatic support that promotes self-sufficiency and community integration with focuses on program leadership and management, affiliate relationships, social engagement practices, and knowledge management.

DUTIES
- Monitor and evaluate ORR's Preferred Communities (PC) Intensive Case Management program, Gap Services for Ukrainians, Cubans, and other supplemental programs ORR provides to Global Refuge. Analyze progress and capacity and determine resettlement trends through day-to-day technical assistance on compliance issues as presented by the affiliates' staff, Refugee Agencies (RA), partners, service providers, and stakeholders as required by ORR and Global Refuge guidelines.
- Extensively coordinate and conduct affiliate on-site and remote monitoring visits that involve meeting with various stakeholders; reviewing program files; interviewing affiliate staff, especially vulnerable clients, mentors, and service providers; and reviewing programmatic reports, proposals, and statistical information.
- Write detailed site visit reports, including recommendations and action plans related to issues of service delivery, documentation and/or reporting.
- Conduct desk audits and Performance Improvement Plans (PIPs) following a site visit.
- Work collaboratively with Refugee and Integration Services' units, departments within Global Refuge and Technical Assistance partners to learn and share resources and best practices.
- Assist with the development of formal program monitoring tools and processes, and the PC headquarters-level grant proposal.
- Execute other duties as assigned by supervisor.
- Undergraduate degree in social work, social sciences, non-profit management, or related field and/or
- A minimum of three (3) years of experience in non-profit immigration or social services programs. Experience working with ORR-funded programs is strongly preferred.
- Experience working with refugees, immigrants, or limited English speakers.
- Ability to communicate in refugee languages is a benefit.
- Experience in interpreting contract compliance, developing and delivering training and providing technical assistance to service providers and staff.
- Strong writing skills, with ability to write and edit reports and clearly interpret technical requirements.
- Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
- Ability to establish effective relationships with colleagues and partners.
- Proficiency in Microsoft Office applications, knowledge in database management and other computer applications.
- Deep commitment to Global Refuge's core values and ability to model those values in relationships with colleagues and partners.
- Ability and willingness to travel 40% of time.
