Provides technical experience needed to analyze, develop, and implement organizational policies and practices.
- Analyze large amounts of records management data, while ensuring accuracy and integrity.
- Work with the NIH Records Officer in the development or revisions of NIH policy, procedures, and internal SOPs for records management; ensure that content is consistent with legislation and Department policy.
- Develop communication tools to update NIH stakeholders on policy updates and changes.
- Develop and maintain the NIH Records Management SharePoint site.
- Develop guidebooks, templates, and other tools to assist NIH entities and program staff with records management practices.
- Analyze new and/or amended legislation and policies that can affect records management activities across the organization; provide options and recommendations to OMA Senior Leadership on legislation or policy that may have an impact on NIH records management.
- Ensure all NIH records disposition and retention is in accordance with relevant laws and regulations such as Federal Records Act.
- Communicate records management policy changes and updates to the NIH community.
- Review outgoing correspondence and other documents for procedural and grammatical accuracy, proper format, and conformance to established policy.
- Handle and resolve complex and/or unusual problems and emergency situations as they arise; work with staff to improve the efficiency and effectiveness of administrative operations; develop expeditious and efficient methods to solve problems.
- Address issues related to NIH records, provide actionable solutions, and make informed decisions.
- Identify and mitigate risks associated with improper or incomplete records, which could impact compliance, safety, or organizational efficiency.
- Provide support to NIH Records Officer with administrative actions.
- Provide support to ten NIH-wide programs managed by DCM staff as needed; meet with program leads to improve program areas, determine priorities; support staff needs and issues; work with staff to solve inter-and intra-departmental conflicts.
- Work with the NIH Records Officer on the processing and clearance of documents for the transfer or disposal of records through the Federal Records Center; collect information for response to HHS on records activities.
Provides technical advice to program staff regarding new policies and procedures.
- Support the management and maintenance of records, ensuring they meet regulatory standards and organizational policies
Performs research of issues pertaining to current policies, regulations, and procedures, and prepares issuance to program staff on changes.
- Provide guidance and support to staff, managers, and other stakeholders on managing and maintaining records. This includes delivering training on record-keeping practices and compliance requirements.
Assists with data collection.
- Ensure records comply with Federal, state, industry regulations, standards, and legal requirements for record-keeping and data privacy.
- Work with staff on reporting requirements, including collecting information, collaborating with other offices, and preparing written reports.
Collects and analyzes data.
- Use or maintain electronic records management systems (ERMS) and databases to store, retrieve, and track records /data efficiently. Ensuring the system is meets Electronic Recordkeeping Requirements (ERM).
- Analyze and evaluate data for policy information.
Analyzes and provides information on current policy issues.
- Maintain and audit record management inventories to verify that entities meet required standards.
Attends meetings to review and implement discussion items.
- Generate reports and analyze data related to agency-specific records for stakeholders, ensuring transparency and helping with decision-making processes.
Prepares reports, graphs, etc., for use by upper management.
- Attend meetings, workshops, and seminars on relevant topics; provide a summary of relevant proceedings.
- Organize meetings and conferences; invite attendees; coordinate audio/visual requirements; coordinate meetings; confirm speakers/presentations; prepare and disseminate agendas and handouts and other required documents.
- Attend meetings; provide minutes and reports. Review and implement discussion items.

- Prepare reports that compile data and prepare graphs, slides, and presentations.
Qualifications:
- Bachelor’s degree in Governmental Affairs or Public Policy
