Role Description
The Project Manager, Development Services reports to the Director, Development Services. This position is responsible for managing the process of providing water and wastewater utility service to development projects from conception to conveyance to the utility. The Project Manager, Development Services serves as a direct point of contact for landowners, engineers, customers, and community partners for assigned development projects. Responsibilities include complex research, administration of contracts and other legal documents, coordinating across multiple departments, and preparing detailed cost reconciliations.
Qualifications
- Serves as a primary point of contact for landowners, engineers, and planners for development project.
- Based on research, existing contracts, regulations, and coordination within the company, determines requirements for providing water and wastewater service and communicates the same in response to inquiries.
- Prepares written correspondence, standardized contracts, easements, and other documents as necessary for development projects.
- Coordinates internally with company stakeholders on the processing of plan reviews and inspections, issuance of letters needed in conjunction with the development process and closeout activities such as the transfer of infrastructure from the landowner/developer to the utility.
- Tracks status of all assigned projects; maintains checklists and files to assure all required steps are completed and all information documented.
- Maintains all pertinent data associated with the position in a coherent, readily accessible file system that prioritizes easy retrieval and central storage while minimizing/eliminating duplicate data.
- This position could be responsible for the management of direct report(s) and responsible for directing others as it relates to development projects.
- Prior experience in land or real estate development and land acquisition projects.
- Minimum of 5 years experience preferred.

- Advanced skills with MS Word and MS Excel

- Ability to manage direct reports and external vendors as needed.

- Bachelor’ degree in a relevant field such as business, engineering, contract administration or similar preferred.

Physical Demands: Sitting for extended periods; prolonged periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus; climb stairs, navigate uneven terrain; use fingers to grasp and move small objects; ability to hear and recognize sounds; able to react quickly using hands, fingers, or feet. The employee must occasionally lift and/or move up to twenty pounds. Work is performed in an office.
