RIGHT-OF-WAY COORDINATOR
PURPOSE OF CLASSIFICATION
The purpose of this classification is to coordinate right-of-way projects and activities for the County and to monitor and maintain drainage easement systems. This position also provides technical assistance for construction activity and drainage.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Provides direction, training, guidance, and assistance to employees; coordinates work activities for contractors, engineers, surveyors, developers, other departments; monitors status of work; troubleshoots problem situations.
Researches property deeds, plat records, subdivision maps and other legal records to determine ownership, property rights, and drainage easements; makes copies of tax maps, retrieves deeds and plats for easements and encroachments.
Processes right-of-way permit applications: monitors/inspects construction work performed in county right-of-way areas to ensure compliance with county regulations and safety standards; conducts site inspections to ensure compliance with right-of-way permits; maintains database of right-of-way permits.
Interprets and applies applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures, as well as approved construction plans/specifications and established safety guidelines; initiates any actions necessary to correct deviations or violations.
Provides information on roadways, rights-of-way, easements, abandonments, and tax parcels by description, dimension, location, or type to county departments, contractors, developers, surveyors, property owners, utility companies, or other individuals.
Provides information and technical assistance concerning engineering/construction activities, surveys, permits, maps, and related issues; responds to questions, concerns, or complaints; investigates problems/complaints and initiates problem resolution.
Coordinates projects and activities with other departments, contractors, property owners, utility representatives, outside agencies, or other individuals.
Inspects all completed work on right-of-way for compliance with laws and regulations; prepares inspection reports.
Performs research for Code Enforcement staff to determine encroachments; retrieves deeds and plats from courthouse as needed; makes court appearances as necessary regarding encroachments.
Serves as liaison between property owners and other county staff concerning right-of-way related issues.
Provides information and assistance related to department projects, activities, procedures, documentation, or other issues; assists the public in locating drainage easements; responds to routine questions/complaints, researches problems, and initiates problem resolution.
Receives, completes and prepares various forms, reports, correspondence, service requests, permit applications, survey sketches, construction plans, site plans, traffic control plans, surveys, codes, ordinances, regulations, standards, specifications, policies, procedures, engineering textbooks, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, e-mail, Internet, or other computer programs.
Communicates with supervisor, employees, other departments, County officials, attorneys, surveyors, engineers, property owners, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge of applicable regulations, standards, and guidelines.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by college level course work or vocational training in civil engineering, land surveying, architectural drafting, civil drafting, computer-aided design (CAD), or a closely related field; supplemented by three (3) years previous experience and/or training involving operations that includes right-of-way administration civil engineering, site inspection, drainage easement maintenance, map/plat interpretation, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.
