Summary:

The Project Manager Analyst shall be responsible for the performance of work, TO compliance and quality control for the Installation Management Command (IMCOM) Central Region U.S. Army Garrison Fort Cavazos and Fort Bliss Army Community Service (ACS).

Responsibilities

Essential Job Functions:

  • Manage and monitor the execution of contractual requirements.
  • Ensure timely delivery of services and compliance with Task Order (TO) requirements.
  • Track project milestones, deliverables, and Key Performance Indicators (KPIs).
  • Ensure compliance with IMCOM policies, U.S. Army regulations, and federal guidelines.
  • Implement and enforce quality control measures to maintain high service standards.
  • Conduct internal audits and evaluations to identify areas for process improvement.
  • Serve as the primary liaison between Army Community Service (ACS), IMCOM leadership, and contractor teams.
  • Communicate project updates, challenges, and risk mitigation strategies to key stakeholders.
  • Facilitate coordination meetings and prepare reports on project status and compliance metrics.
  • Perform other duties as needed.

Qualifications

Necessary Skills and Knowledge:

  • Ability to effectively interface and communicate with Civilian and Military personnel at all levels.
  • Ability to demonstrate an understanding, sensitivity, and empathy for victims.
  • Ability to develop trusting helping relationships.
  • Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense; ability to work independently to assess risk, develop, implement, and evaluate safety and intervention plans to meet victims’ needs; and the ability to operate within established guidelines of the FAP.
  • Ability to conduct briefings with small and large groups of Civilians, Soldiers and commanders.
  • Ability to work cooperatively with Military and Civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
  • Ability to maintain a valid, unrestricted motor vehicle license.
  • Ability to perform all contractual duties, which may include transporting, lifting and setting up displays; and standing and walking during activities that involve domestic abuse prevention and response.
  • Computer literacy to include the basic computer skills necessary to enable them to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.
  • Possess good analytical skills, time management, and be an independent thinker.

Minimum Qualifications:

  • Bachelor’s degree in social work, psychology; marriage, family, and child counseling; counseling or behavioral science; sociology, education; community health or public health, business management, human resources, or criminal justice.
  • Demonstrate five (5) years of skills management and the supervision of personnel.
  • Minimum of one year of experience working in a Military Family Support Center (FSC); or Civilian social service agency serving Military Families.
  • Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
  • Working knowledge of Military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and Government personnel.
  • Ability to pass a background check.
  • Must be a US citizen

Preferred Qualifications:

  • Have prior Military experience or experience with Military Family programs and non-clinical case management (preferred).
