TITLE: PUBLIC AFFAIRS PROGRAM MANAGER

REPORTS TO: DIRECTOR – COMMUNICATIONS AND COMMUNITY RELATIONS
DEPARTMENT: COMMUNICATIONS AND COMMUNITY RELATIONS

PAY RANGE: $101,600.00 - $120,000.00 ANNUALLY
GENERAL DESCRIPTION:
The Public Affairs Program Manager plays a crucial role in engaging and shaping the external media, regulatory, and legislative environment in which the Credit Union operates. By developing and executing public affairs strategies to engage government officials, policymakers, and civic and community organizations; proactively monitoring and planning for regulatory and legislative impacts and implementing relevant changes as necessary; supporting earned media strategies; and proactively communicating government affairs priorities with Credit Union leaders, the Public Affairs Program manager will drive positive change and enhance the Credit Union's reputation to benefit our members.
TASKS, DUTIES, FUNCTIONS:
1. Strategy Development – Develop public affairs strategies, in alignment with the Senior Public Relations Program Manager, to support Golden 1 strategic goals, growth priorities, and government affairs priorities
2. Advocacy - Engage with government officials, policymakers, and legislators to advocate for the Credit Union and our members, including drafting position papers, developing and delivering presentations, and participating in industry coalitions
3. Media Relations – In collaboration with the Public Relations team, conduct proactive media relations to support overarching public relations and public affairs priorities
4. Relationship Building - Cultivate relationships with key stakeholders through networking, attending virtual and in-person events, and maintaining regular communications with stakeholder contacts
5. Compliance and Ethics - In close partnership with Credit Union leadership and the legal and compliance teams, ensure that all advocacy efforts comply with relevant laws, regulations, and ethical standards
6. Communication and Education – Serve as a liaison between the Credit Union and industry stakeholders, conveying the organization's positions, priorities, and concerns through briefings, testimony, or educational materials
7. Policy Monitoring and Analysis – In close partnership with Credit Union compliance team, track and analyze legislative and regulatory developments relevant to the Credit Union’s interests and operations, regularly reporting their potential impact to relevant internal stakeholders.
8. Monitoring and Reporting - Regularly assess the effectiveness of government relations activities, tracking key metrics, and reporting to senior management or relevant stakeholders.
9. Execution – Lead enterprise efforts to implement regulatory changes and legal compliance, working across the Credit Union to inform, educate, collaborate on execution.
10. Maintain a thorough understanding of state and federal laws and regulations related to Credit Union compliance including bank secrecy and anti-money laundering laws appropriate to the position.
11. Other duties as assigned.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASKS:
1. Advanced oral and written communication skills required to represent Golden 1 at community events and before key industry stakeholders.
2. Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and other standard office equipment
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
1. INTERNAL: All levels of staff.
2. EXTERNAL: 3rd party vendors, government officials and staff, other Credit Union representatives.
QUALIFICATIONS:
1. EDUCATION: Bachelor’s degree in Communication, Journalism, English, Political Science, or related field. Master’s degree preferred.
2. EXPERIENCE: Minimum eight years of prior government affairs, public affairs, political, communications, or public relations experience. Agency experience preferred.
3. KNOWLEDGE/SKILLS:
a. Excellent verbal and written communication and interpersonal skills. Must communicate effectively and persuasively with all levels of the Credit Union and with external stakeholders.
b. Working knowledge of best practices and current techniques related to Government Relations/Public Relations/Community Relations. Knowledge of principles and practices of Government Relations/Public Relations/Community Relations planning and implementation.
c. Excellent grammar, spelling, copyediting, and proofreading skills.
d. Proficiency in Microsoft Office Suite, SharePoint, and Excel.
PHYSICAL REQUIREMENTS:
1. Preferred residence within the Sacramento region for optimal interaction with Capitol and legislative stakeholders.
2. Prolonged sitting throughout the workday with occasional mobility required.
3. Corrected vision within the normal range.
4. Hearing within normal range. A device to enhance hearing will be provided if needed.
5. Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
