PAY RANGE: $101,600.00 - $110,000.00 ANNUALLY
GENERAL DESCRIPTION:
The HR Compliance and Governance Program Manager ensures the Credit Union adheres to employment laws, regulations, and internal policies while fostering an ethical and compliant work environment. This role focuses on managing HR compliance programs, conducting audits, mitigating risks, and maintaining governance structures to protect the Credit Union and its employees.
TASKS, DUTIES, FUNCTIONS:
The HR Compliance and Governance Program Manager is a 1st Line of Defense (1LOD) HR function who will partner with the 2nd Line of Defense (2LOD), HR Compliance Program Manager within the Compliance business unit.
Stay current on federal, state, and local employment laws, regulations, and industry standards (e.g., FLSA, FMLA, ADA, EEO, OSHA).
Develop, implement, and monitor HR programs, policies, and procedures.
Conduct internal audits of HR policies, procedures, and practices to ensure compliance.
Identify, assess, and mitigate HR-related risks through proactive measures.
Maintain records and reports required for compliance and governance purposes.
Draft, update, and maintain HR policies and the employee handbook to ensure alignment with legal requirements and organizational values.
Collaborate with other departments (e.g., Compliance, Legal, and Risk) to align policies and practices.
Oversee governance frameworks to ensure HR initiatives align with the Credit Union's strategic goals.
Support diversity, equity, inclusion, and belonging (DEI&B) initiatives through governance oversight and compliance monitoring.
Partner with HR functions (e.g., Employee Relations, Talent Acquisition, Total Rewards & LED) to ensure consistent application of policies and practices.
Act as the HR representative in corporate governance initiatives.
Perform all other related duties as assigned.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASK:
1. Effective oral and written communication skills required to proof-read, review, summarize, and report on complex government and legal rules, regulations, and guidance.
2. Must possess sufficient manual dexterity to skillfully operate an on-line computer terminal and
other standard office equipment, such as personal computer, photocopier and telephone.
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
1. INTERNAL: All levels of staff.
2. EXTERNAL: Vendors, management and the staff of other financial institutions.
QUALIFICATIONS:
1. EDUCATION: Bachelor’s degree in human resources, Business Administration, or other related field or associate’s degree coupled with commensurate experience in labor and employment compliance.
2. EXPERIENCE: 10 or more years of progressive HR experience with a focus on compliance and governance.
3. KNOWLEDGE/SKILLS:
Strong knowledge of employment laws and regulations.
Strong Policy writing skills
Program and/or Project Management experience
Excellent analytical and problem-solving skills.
Strong communication and presentation skills.
o Ability to communicate at a management level (oral and written) and work well with others in a dynamic team environment.
o Ability to work effectively and collaboratively within the department, with business unit
owners, and others outside of the credit union.
o Strong problem-solving and organizational skills with the ability to present information logically.
o Ability to positively communicate suggested solutions and alternate outcomes.
o Ability to multi-task effectively and meet deadlines
o Ability to work independently with minimal direction and exhibit initiative.
o Demonstrated ability to think critically and analyze and communicate complex information
to all levels of management and staff.
o Proficiency in Microsoft Word, Excel, and PowerPoint as well as Adobe Acrobat Pro and
SharePoint.
PHYSICAL REQUIREMENTS:
Prolonged sitting throughout the workday with occasional mobility required.
Corrected vision within the normal range.
Hearing within normal range. A device to enhance hearing will be provided if needed.
Ability to lift 15 lbs. as may be required.
Occasional movements throughout the department daily to interact with staff, accomplish tasks, etc.
WORK ENVIRONMENT
Hybrid work arrangements available based on Credit Union policies.
Occasional travel for training, audits, or conferences.
LICENSES / CERTIFICATIONS:
HR certifications (e.g., SHRM-CP/SHRM-SCP, PHR/SPHR, CHRC) preferred.
