Overview
GKG is seeking a Finance Manager to join our team for an upcoming contract award in support of INSCOM.
Responsibilities
- Perform complex analysis and develop plans including budgets and schedules to meet contractual/project requirements for an assigned portion of a program.
- Serve as a key technical expert on financial analysis issues, concerns and special projects.
- Participate in researching, establishing and defining program plan requirements; prepare detailed narrative to justify budget estimate and monitor execution.
- Coordinate interdepartmental development of program plans and interfaces with vendors and customers as required Monitor and report performance against plans to ensure that contractual, cost and schedule objectives are met.
- Report, analyze and interpret financial and operating data.
- Conduct program plan studies.
- Supervise junior financial analysts and provide team leadership by defining program plan requirements.
- Participate in establishing and defining program plan requirements.
- Coordinate, negotiate and resolve financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements.
- Interface with top management responding to requests for financial data.
- Brief program/project budget estimates/projections, shortfalls, over-runs, funding types, etc.
- Available to deploy to other countries and/or theaters to perform quick reaction technical support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments.
- Able to perform all duties to ensure timely, courteous and quality support to INSCOM or other customers/affiliates.
- Other duties as assigned.
Qualifications
- Final Top-Secret Clearance based upon a TIER 5 Background Investigation and favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
- Bachelor’s degree (in Finance, Accounting, Business Administration) or equivalent with a major or concentration in business, accounting,economics or mathematics and seven to nine years of related (technical program planning and implementation, contractinterpretation, budget development and/or government project administration) experience in fiscal management.
- Detailed knowledge of Government budget.
- Thorough knowledge of DAR/FAR and other applicable government regulations.
- Experience must include integrated program analysis (e.g. horizontal integration), expertise in program specific requirements, budgetpreparation for complex projects and narrative justification, preparation and presentation and work with various types of Government funding with emphasis on Army.Skills in Excel managing a daily Spend Plan, updating Estimates to Complete and working in a program office with multi-million-dollar funding actions.
- US Citizenship.
- Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.
