Certified Payroll Specialist / Staff Accountant
Location - Onsite position in Richmond, CA
Certified Payroll & Prevailing Wage Responsibilities
- Process weekly certified payroll in LCP Tracker and Elations.
- Coordinate with subcontractors to track certified payroll submissions, ensuring compliance with apprentice percentage requirements and addressing payroll discrepancies.
- Ensure labor compliance with federal and state wage and hour laws, including timely and accurate reporting to agencies such as the Department of Labor, Department of Industrial Relations, HUD, and A1 Compliance.
- Communicate with subcontractor payroll staff, project managers, and compliance officers to resolve payroll-related issues.
Accounting & Field Payroll Responsibilities
- Enter and organize weekly field timecard data in Excel, verifying hours with foremen and reviewing summarized payroll with the General Superintendent.
- Process and transmit payroll, including administrative and field staff, through ADP and post general ledger activity.
- Generate and distribute weekly labor reports to Senior Project Managers.
- Maintain personnel files for both administrative and field employees, handling new hire paperwork, layoff checks, termination documentation, and follow-ups with foremen.
- Manage benefits enrollment and records for all non-union employees.
- Track 401(k) contributions, upload payroll files, and prepare checks for employee deferrals and garnishments.
- Calculate and process union fringe benefit reports, ensuring timely payments to Carpenters and Laborers Union Trust Funds.
General Accounting & Administrative Support
- Reconcile general ledger cash accounts.
- Review general ledger accounts for accuracy and ensure proper financial reporting.
- Process vendor accounts payable and subcontractor payables.
- Prepare and process billing invoices.
