We are seeking an experienced Senior Project Manager to join our team in support of the GSA Office of Design and Construction / Lease Projects Division. This position will be based out of Washing DC. The PM will provide project and / or construction management of a single major program or project or multiple projects. Provide decisive direction regarding business, technical and personnel management involving multi-disciplinary and diverse functional activities. Is responsible for the overall management, in terms of technical quality, cost and schedule. Maintains daily progress reports and inspection reports. Leads the inspection and quality assurance team assigned to projects to ensure timely and effective project oversight.
Requirements
Responsibilities include but are not limited to :
Leasing Support : Review of Solicitation for Offers (SFOs), Supplemental Lease Agreements (SLAs), and prelease award of tenant's Special Requirements. Assessment of proposed buildings for intended use. Review and advise on schedule and preparation of lease support documents,
Design Support : Assist customer agencies in the design effort, supporting the development of the Program of Requirements (POR). Conduct design reviews at all submittal stages and provide written comments on findings. Review / Coordinate the Design Intent Drawings (DIDs) for scope accuracy and the Construction Drawings (CDs) for scope, technical accuracy, constructability and bid ability. Perform value engineering reviews.
Construction Support : Participate in weekly progress meetings. Track project action item lists and the project schedule. Prepare meeting agendas and meeting minutes. Review project submittals, cost proposals and change orders. Prepare independent government cost estimates, written scopes of work and technical letters for contracting officer's signature. Prepare and update the GSA project schedule and GSA project budget. Set up and maintain job files. Perform substantial completion inspection. Respond to Requests for Information (RFIs) and other action items, maintain logs of all construction documents.
Miscellaneous Tenant Support : Support overall procurement efforts. Perform cost estimates for tenant work. Coordinate tenant's move-in requirements and procurement requirements with lessor. Coordinate for furniture, IT, move and security procurements.
Negotiations Support : Prepare Price Negotiation Objectives (PNOs), Technical Analysis (TA),Price Negotiation Memorandums (PNMs) and Notice to Proceed and Award letters. Provide support to the Contracting Officer during negotiations. Review / negotiate Construction Change Orders and Cost Proposals.
Procurement Support : Provide support of fund certification packages : SF 49, Scope of Work, etc. Prepare, coordinate and track payment forms, payment status, receiving reports (SF 3025), and inspection reports (SF 220),
Closeout Support : Prepare closeout packages : as-built CAD files, Release of Claims, SLAs, final payment, etc. Organize file packages : ascension numbers, document inventory, etc. Coordinate document storage and complete close out checklist items and other closeout tasks.
Site and Construction Inspection Support : Perform substantial completion inspections, scope verification and percent complete inspections. Submit Inspection Reports (GSA form 220).
EDUCATION AND EXPERIENCE :
Required
- Bachelor's Degree in Construction Management, Engineering or Architecture from an accredited University.
- 10 years of project related work experience may be substituted for the educational requirement.
- Proficiency in AutoCAD for developing new or updating files.
- Ability to track, coordinate, manage, and execute up to six (6) projects concurrently.
- Experience writing scopes of work and preparing basic cost estimates.
- Proficiency with MS Office Suite, including Word, Excel, PowerPoint, and Adobe.
- Project and construction Management experience desired
- Legal Resident of the United States and ability to obtain HSPD 12 and FSC Clearance
- Ability to use and reference GSA project management applications, software and guides.
