Description :

The position of Chief Administrative Officer (CAO) directs and controls the activities of Human Resources, Employee and Labor Relations, EEO, Risk Management, Safety and Security, Professional Development, and Legal; and advises the Chief Executive Officer (CEO) on these matters for the Agency. This is an executive-level position appointed by, reporting to, and serving at the pleasure of the Chief Executive Officer.

Essential Functions :

  • Provides leadership, direction, planning, administration, and oversight to the Human Resources / EEO, Risk Management, Safety and Security, and Legal departments.
  • Collaborates with the CEO to make recommendations to the Board of Directors on developing and implementing strategic planning and agency-wide policies that help achieve the organization’s mission and vision; promote quality, consistency, and efficiencies; and ensure a safe, fair, and accessible environment for customers and employees.
  • Plans, develops, and oversees the implementation of short and long-term goals and objectives for areas of responsibility, consistent with the strategic plan for the Agency.
  • Provides executive oversight of the Departments of Human Resources / EEO and Labor Relations ensuring all policies and programs are legally compliant, systems and procedures promote efficiencies, and labor contracts are negotiated that provide for cost effective operations.
  • Provides executive oversight of the Department of Risk Management including claims administration, worker’s compensation, insurance, and general liability.
  • Provides executive oversight of the Safety and Security Department including the Agency’s Drug Free, Substance Abuse, Emergency Support Function (ESF-1), Safety and Security, and Training Programs.
  • Delivers presentations to the Board on proposed, amended, and eliminated programs, policies, and services; oversees implementation and adherence to governmental regulations and Board policies; and advises and facilitates negotiations between departments and agencies to resolve complex matters.
  • Oversees the conduct of investigations and inquiries into controversial and sensitive issues; reviews and analyzes findings and recommendations; and oversees the implementation of solutions that align with agency policies, meets the needs of constituents and customers, and complies with governmental laws.
  • Promotes and enforces accountability of management for diversity and accessibility goals and objectives, and related ordinances adopted by the Agency.
  • Cultivates and maintains working relationships with elected officials, governmental agencies, and regulatory oversight authorities to garner support for funding and legislation that best serves the needs of LYNX customers and the community at large.
  • Positions the Agency as a vital, reliable, and responsible public entity to external audiences, including legislative bodies, media outlets, and the general public.
  • Oversees the development and administration of operating and capital budgets for all areas of responsibility, and ensures budgets are maintained within approved levels; oversees project cost projections; authorizes contract payments; and forecasts, approves, and monitors expenditures by Agency staff and consultants.
  • Interacts with external stakeholders in the conduct of Agency business, including elected and appointed officials of federal, state, and local government partners, private industry leaders, non-profit organizations, media, and civic organizations.
  • Performs other duties as may be required or assigned.

Required Qualifications :

  • Bachelor’s degree from a regionally or nationally accredited institution in government relations, planning, public administration, or a related field.
  • Minimum of ten years of increasingly responsible human resources, legal, or risk management experience which includes at least five years of experience at a middle or senior management level, in a function similar in size and scope.
  • An additional two years of increasingly responsible human resources, legal, or risk management experience beyond the minimum required, may be substituted for one year of required education.
  • Desired Qualifications :

  • Master’s degree from a regionally or nationally accredited institution in government relations, planning, public administration, or a related field highly desired.
  • Knowledge, Skills, and Abilities (KSAs) :

  • Knowledge of laws, rules, regulations, principles, techniques, and processes of local, regional, state, and federal government.
  • Knowledge of the claims administration process to include the TPA, defense litigation and self-insured responsibilities.
  • Knowledge of procurement processes and techniques.
  • Knowledge of supervision, training, employee development, and effective discipline.
  • Knowledge of leadership, team building, motivation, and conflict resolution.
  • Ability to plan and direct the work of managerial and professional staff.
  • Ability to apply collaborative work strategies and gain the cooperation of employees at all levels of the organization.
  • Ability to exhibit a professional, courteous demeanor.
  • Ability to work in a diverse environment.
  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent customer service.
  • Work Environment and Special Considerations :

  • Works in an office environment.
  • Will attend meetings during evenings and weekends as necessary.
  • May need to travel locally and out of state.
  • LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX’s emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
